Since the reform and opening up,China’s economy has maintained rapid growth,the process of industrialization and urbanization has accelerated,and social production efficiency and public living standards have been improved.At the same time,the consumption of natural resources and environmental pollution caused by rapid development have become increasingly prominent.Deterioration threatens public health and restricts sustainable economic development.Entering the new era,China is actively exploring green transformation and entering a stage of high-quality development..The “14th Five-Year Plan” of national economic and social development put forward the “vigorous development of the green economy”,which emphasizes the construction of a market-oriented green technology innovation system,and vigorously implement green technology innovation research actions,which fully reflects the country’s commitment to green technology.The basic supporting role of Chinese industrial enterprises in building a moderately prosperous society in an all-round way and building a modern and powerful country is irreplaceable.However,the intensive development of resources by extensive development and the large-scale use of traditional energy have led to the rapid deterioration of the ecological environment.In order to achieve sustainable development,China has been changing the mode of economic development,from the high-speed development stage to the high-quality development stage,implementing the new development concepts of "innovation" and "green",paying more attention to quality and efficiency,and taking the road of "ecological priority and green development".Green development is inseparable from green innovation.Green technology innovation is compatible with the concept of "innovation" and the attributes of "environmental benefit".To achieve green development through innovative products,processes,services and market solutions is the pursuit of maximizing the efficiency of resource allocation and minimizing the ecological environment.Innovations in the degree of destruction and the rate of natural resource depletion.Implementing the national policy of environmental protection,eliminating outdated production capacity,and upgrading the industrial structure are the requirements for enhancing the country’s industrial strength.Therefore,it is an important research topic to evaluate the green technology innovation efficiency of Chinese industrial enterprises and find its influencing factors.This study constructs an evaluation system and method for green technology innovation efficiency of industrial enterprises in China based on technology innovation theory,green technology innovation theory and technology innovation efficiency theory.By combing existing literature and drawing on existing research results,it is believed that the technological innovation process mainly includes two stages,one is the technological development stage;the other is the transformation stage of results.By including non-desired outputs into the index category and considering the influence of additional products of environmental pollution(wastewater,solid waste and waste dust,etc.)on the efficiency evaluation results,a research framework model for the evaluation of technological innovation efficiency and influencing factors of industrial enterprises in China is designed based on the perspective of two stages of technological innovation,and the relationships among the components of the model are analyzed and elaborated;the preliminary selection of industrial enterprise technological innovation efficiency evaluation The evaluation index system of green technology innovation of industrial enterprises is constructed by using Delphi method and GEM method to identify key indicators,Pearson correlation coefficient method to eliminate indicators with strong correlation,and discrete coefficient method to improve the identification ability of indicators;on the basis of traditional DEA model,the "slack" of factors is considered and the evaluation index system with undesired output is constructed.The SBM model and EBM model with undesired output are constructed,and the evaluation index system is used to measure the efficiency of green technology innovation of Chinese industrial enterprises empirically in two spatial and temporal dimensions based on the statistical data from 2008 to 2019 from static and dynamic perspectives.The results show that,in general,the green technology innovation efficiency of Chinese industrial enterprises showed an upward trend during 2008-2019,among which the green technology innovation efficiency in the technology development stage as well as the achievement transformation stage still maintained an upward trend overall,although it fluctuated more.Empirical evidence on the convergence of spatial and temporal differences in green technology innovation efficiency of industrial enterprises in China reveals the convergence law of the convergence of green technology innovation efficiency of industrial enterprises in each region and in the country as a whole,and the results show that,from the national perspective as a whole,the α convergence results of green technology innovation efficiency of industrial enterprises in each region differ greatly,indicating that the degree of convergence varies greatly among provinces,among which Sichuan,Annex,Tianjin,Shandong,Xinjiang α convergence scores are lower,and the innovation efficiency among each region is decreasing rapidly.Combined with the related research results,the important factors affecting the efficiency of green technology innovation of Chinese industrial enterprises were identified,namely,the degree of market competition,enterprise scale factor,capital deepening,government support,intellectual capital level,technology absorption capacity and collaborative innovation level;based on the panel data from 2008-2019,a regression model was applied to study the effect of each factor on the efficiency of green technology innovation of industrial enterprises The results show that government support is a Granger factor of the degree of market competition,which will weaken the degree of market competition,but the effect time is relatively lagged;the effect of the degree of market competition is more significant on the factor of enterprise size,and the effect on the factor of enterprise size is more significant.The effect of the element of enterprise size is changed from a negative effect with a lag of 1year to a positive promotion with a lag of 2 years;the element of enterprise size is the cause of the degree of capital deepening,which is a negative effect with a lag of 1 year and a lag of 2 years,and the effect time is longer.Finally,we propose countermeasures to improve the efficiency of green technology innovation in Chinese industrial enterprises from the perspectives of five development concepts,vigorous promotion of "double carbon" action and green low-carbon lifestyle. |
