Study On Countermeasures Of Ecological Compensation Of Wetland In Panjin

Panjin City,Liaoning Province,which enjoys the reputation of “the capital of wetlands”,has a wetland area of 249,600 hectares,accounting for 17.89% of the total wetland area of the province.It is an important resource treasure of the Panjin people.With the rapid advancement of urbanization and industrialization,wetland resources with significant ecological effects have been greatly reduced,seriously affecting the ecological security of Panjin area and even China.Against the background of the country's vigorous promotion of ecological civilization,the country implements the most stringent ecological environmental protection system.In the context of comprehensive management of the Bohai Sea,the Panjin city government vigorously promoted the restoration and protection of the damaged wetland ecological environment.Ecological compensation,aiming at protecting and sustainable using of ecosystem services,is an institutional arrangement that regulates stakeholder relations based on economic means and is also an important means of achieving sustainable economic development.This paper takes Panjin Wetland as the research object,and involves the theoretical knowledge of management,economics,ecology and other related disciplines.It adopts research methods such as literature research,investigation and research and stakeholder analysis.First of all,through a large number of domestic and foreign literatures on wetland ecological compensation,it has laid a deep theoretical foundation for the ecological compensation research of Panjin Wetland.Secondly,through the distribution of questionnaires and interviews,I have mastered that the wetland ecological management is not effective,the wetland ecological compensation funds are insufficient,the source of wetland ecological compensation funds is single,the wetland ecological compensation supervision is not in place,and the public participation in ecological compensation is not high.Thirdly,according to the theory of ecological environment value,externality theory and public goods theory,I conclude from the basic principles of compensation,the subject and object,the compensation standard and the compensation method of Panjin Wetland that the reasons for the problem of ecological compensation of Panjin Wetland are that there are obstacles in the construction of the mechanism,the lack of construction of wetland ecological compensation diversified compensation funds,and the lagging of the construction of ecological compensation supervision system.Finally,from the perspective of government environmental public governance,I suggest four countermeasures that optimizing government compensation to promote the diversification of government compensation channels,exploring market compensation to make up for government compensation failure and related areas,improving the regulatory system to ensure the implementation of ecological compensation,and strengthening public participation to coordinate the different demands of stakeholders.
