In the era of big data,information technology has become an important driving force for economic social progress and change,and more and more enterprises pay attention to how to evaluate the degree of information and effect.At present,the business environment of China's petroleum industry is undergoing tremendous changes.,Human resources as the first competitive resource,It not only requires enterprises to establish perfect human resources management strategy,but also needs technical measures to ensure effectively implementation Therefore,many enterprises use human resources information to enhance Management effectiveness,and the evaluation of it`s management effect is concerned gradually.This paper takes the evaluation of management effectiveness in Qinghai Oilfield Company as empirical object,uses the methods of literature research,investigation and quantitative analysis comprehensively,and emphasizes it`s study of multi-stage,multi-level,multi-perspective and multi-dimension.and explores and establishes the evaluation system that adapted to human resource informatization management to the petroleum industry.The main contents of the paper are as follows: Firstly,This paper summarizes the domestic and foreign research literature related to enterprise human resource informatization,summarizes the research results and development direction,outlines human resources management and human resources information system,and researches the balanced scorecard,analytic hierarchy process and fuzzy comprehensive evaluation method.It laid a solid theoretical foundation for the follow-up study.Secondly,this paper describes the management status of human resources informatization management in Qinghai Oilfield,focuses on management effect evaluation system,and forms four first-level,twelve second-level,and thirty-six third-level evaluation indicators,and the evaluation index weight,meanwhile calculates the weight of each index by using analytic hierarchy process.Finally,we obtained the evaluation results that the comprehensive management effects are obviously by using the preset evaluation grade of fuzzy comprehensive evaluation to grade and comprehensive evaluation for the management effectiveness,On the basis of questionnaire survey on the effect of information management of human resources in Qinghai Oilfield,and defined the unfavorable factors affecting the management effectiveness by using hierarchical evaluation.At the same time,the next step of optimization and improvement measures are formulated.The research of this paper has practical guiding significance for improving the effect of human resources information management in Qinghai Oilfield,and has certain reference value for other oil enterprises human resources information management.
