Most of China?s oil companies are state-owned enterprises,which is related to the national security and the lifeline of national economy.The oil companies are important to grow national comprehensive strength and guarantee interests of the people.With the gradual reform of state-owned enterprises promoting,The Shengli Oil field accelerated the pace of "oil company" mechanism construction following.The ?global oil prices falling? bring great challenges to Shengli Oilfield Company,Shengli Oilfield Engineering Company?s production and operation additionally.Such as crude oil production declined,remaining economic recoverable reserves decreased,and state-owned capital impaired.Consequently,they must reforming deeply,resource allocating optimally and vitality developing excitedly.The author takes the management mechanism of "Oil Company" of Shengli Oil Production Plant as the research object.Shengli Oil Production Plant mainly as the development units,it through professional restructuring and business process reengineering to make the leader of implementing reforms.At the same time,they confronted with pressing matters.Such as how to solve the allocation of human resources optimizing with total amount of employment shrinks? how to guide employees face the reforms actively and improve labor productivity? how to staff performance appraisal effectively? This research proposes innovative designing by using literature research,case analysis,quantitative and qualitative analysis,on-the-spot journaling and so on.In addition,this research put forward the improvement design of human resource management by using of six major modules of human resources manages.The full text is divided into six chapters,which discoursed development and achievement about human resource Management and performance appraisal.Analyzing the present management mechanism of Shengli Oil Production Plant,proposing integrated business processes.Designing the optimization of manpower configuration,which referenced the Key Performance Indicator(KPI),Key Behavior Index(KBI)and the Balanced Score Card.At last,author summarize the application of programing designed results and the security of implementation.It drawed the conclusion and prospect that provide references to state-owned petroleum enterprise.
