Study On Legal Issues Of Ecological Restoration Of Baiyangdian Wetland

With the establishment of the Xiong'an New District,Baiyangdian's ecological problems have received extensive attention from all walks of life.Strengthening the protection of Baiyangdian's ecological environment and playing the role of the "Kidney of North China" in the Baiyangdian Wetland are very important for the construction of an ecological city in Xiong'an significance.In January 2019,with the consent of the Party Central Committee and the State Council,Hebei Province officially released the "Bayangdian Ecological Environment Governance and Protection Plan(2018-2035)",marking that the restoration of the Baiyangdian Ecological Environment has basically completed the top-level design.In November of the same year,The "Baiyangdian Ecological Environment Governance and Protection Regulations(Draft)" has also entered the review stage.Against this background,Baiyangdian's wetland ecological restoration has ushered in new opportunities.The state and local governments are committed to thoroughly controlling the ecological environment of Baiyangdian wetlands,but there are many legal issues in the restoration process,which affect the ecological environment governance process.In the process of Baiyangdian Wetland Ecological Restoration,the guidance and protection of law cannot be separated.Therefore,from the perspective of legal issues,this article takes Baiyangdian Ecological Restoration Law as the research object.It has four aspects: legal definition,legal subject,standard requirements,and system composition.The aspect gradually explores it in detail.By studying the actual status of the Baiyangdian wetland ecosystem,combined with the "Environmental Protection Law" and relevant local laws and regulations,it is found that although China has made some achievements in ecological restoration laws,there is a lack of targeted standards and solutions in solving wetland ecological restoration.Measures,and there are deficiencies in legal subjects such as consumers and environmental protection intermediary structures.In this regard,the author enriches the legal body of Baiyangdian wetland ecological restoration by learning the successful experience of domestic ecological restoration and learning from excellent foreign cases,and constructs the Baiyangdian wetland ecology from three aspects: the main body responsible for pollution damage,the subject of resource development and utilization,voluntary organizations,and volunteers.Rehabilitation of the diversified path of the legalsubject;and according to the existing standards of wetland ecological restoration,propose the restoration standards suitable for Baiyangdian,use all possible resources,and coordinate the economic development and ecological restoration of the surrounding wetlands and wetland areas In order to meet the expected effect of Baiyangdian wetland restoration;finally plan the ecological restoration of Baiyangdian in a coordinated manner to solve the current situation of the Baiyangdian ecological environment being continuously destroyed due to the lack of legal norms,and propose a realistic and feasible system design for the ecological restoration of Baiyangdian.Natural restoration aspects The legal system is equally important as the legal system for social restoration.Perfecting the constitution of the Baiyangdian Wetland Ecological Restoration will enable it to comply with effective legal provisions,help establish legal authority,and protect Baiyangdian.
