| With the rapid economic development and social progress in the context of economicglobalization, many of our deep-seated contradictions and problems intertwines with the localgovernment more and more closely. The occurring large-scaled social and economicphenomenon which has drawn wide attention has pushed the local government to the front ofreform; especially the traditional mode of economic growth led by the local government, has notonly acieved an economic growth miracle, but also exposed the growing problem. With thereform and opening up, China’s economic achievements have a close relationship with the localgovernment, who has fulfilled the economic construction and market development role. However,the ecological problems in stages in the course of a century industrialization in developedcountries, concentrated in China, and the ecological problems have had a serious impact on localeconomic development. It can be said that, this deep-seated contradictions and problems of rapideconomic development and the effective protection of the ecological environment is closelyintertwined with local governments. Local governments have no choice, but to change thetraditional development idea.In the report of the eighteenth National Congress of the CPC, it is pointed out thatvigorously promote the construction of ecological civilization, establish the ecologicalcivilization idea to respect for nature, comply with nature, and protect nature, set the ecologicalcivilization construction in a prominent position, and integrate it into all aspects and wholeprocesses of the economic, political, cultural, and social constructions. Currently, in most partsof China, they still take the traditional extensive mode of economic development with highexploitation, low utilization, and high emissions. Although in a short term, they have gainedsome economic benefits, however, ultimately this kind of economic development will bring highresource consumption, serious environmental damage and other consequences, and hinderecological civilization construction.In2009, The Development Plan of the Yellow River Delta High-Efficient EcologicalEconomic Zone explicitly puts forward the theory of High-efficient Ecological Economy at thefirst time, which pointed out the direction for the economic development of the Yellow RiverDelta region and the country.From the current development situation of our country, it is necessary and urgent to take theway of ecological civilization development in the high-efficient ecological economy; it needs thelocal government, especially the county government to play a leading role in the scientificguidance and regulation. The county government needs not only resolutely implement the policies and guidelines issued by the Party Committee and government at higher levels, but alsorecognize their own reality, to change the traditional development idea and establish thesustainable high-efficient ecological development of their own.This paper first analyzes the research status of county government functions at home andabroad and high-efficient ecological economy. Chapter II systematically explores thedevelopment road of high-efficient ecological economic theory and analyzes the connotation ofhigh-efficient ecological economy, which is typical ecosystem features’ economical and intensivemodel of economic development, to develop circular economy, promote industrial agglomeration,and make efforts to achieve high-efficient ecological unity. It also analyzes basic theory of thecounty governments. In Chapter III, through the analysis of the status and role of countygovernments in the high-efficient ecological economy, it brings out the functional requirementsfor the county governments in the construction of high-efficient ecological economy, and pointsout the problems and difficulties of the current development of high-efficient ecologicaleconomy. In Chapter IV, it empirical analyses the current status of Hekou District in DongyingCity, both opportunities and challenges in the development of high-efficient ecological economy,as well as the strategic positioning for Hekou District to develop high-efficient ecologicaleconomy, and points out how Hekou District to play the government-led functions in theconstruction of high-efficient ecological economy. The last chapter combines the analysis ofHekou District to propoese the countermeasures and suggestions for the county governments inbuilding high-efficient ecological economy. |
