Research On The Ecological Governance At The County Level

The ecological governance at the county level is an important starting point for the strategic goal of "accelerating the reform of ecological civilization system"proposed by the party's 19th National Congress report.It is one of the basic steps to promote modernization in the State governance,and it is a realistic carrier to solve the inconsistency between the people's expectations of a beautiful ecological environment and the imbalance of ecological environment development.In this sense,how to realize the sustainable development of the county area and finally realize the harmony and unity among people,nature and society has become an important theoretical and practical problem that must be deeply considered in the new era.From the perspective of domestic practice,with the rapid development of urbanization,the crisis of county-level ecological governance is prominent,and it faces the dilemma of weakening the governance subject and lacking of governance capacity and backward management system.In the face of this dilemma,it needs to be understood from a dual dimension,that is to say,who control the county's ecological governance and how to govern it.From the current situation of theoretical research,the analysis and guidance of the socialist ecological civilization construction based on the concept of ecological civilization with Chinese characteristics of socialism still has a great space for excavation,and has a strong theoretical guiding significance for solving the ecological governance problem under the new situation in the new era.Therefore,this paper takes the typical sample of Xianju County in Zhejiang Province as the research object,the paper summarizes the practice of ecological management of Xianju County,clarifies the management objectives and means at various stages,and then combs out the evolution logic and universal law of County Ecological management,tries to analyze the deep-rooted causes of the ecological governance crisis from the three dimensions of government,market and society.In order to explore the realistic path of solving the predicament of county ecological governance from the heoretical level and institutional construction.The problems existing in the ecological governance of Xianju County have a strong representative significance,which is highlighted by the lack of governance capacity and the lack of responsibility of relevant subjects.The root cause is that the internal relationship between economic development and ecological governance has not been properly handled,which has led to a dilemma.Through the research,combined with the practice and regional characteristics of ecological governance in Xianju,this paper tries to put forward feasible ways to further enhance the County Ecological Governance capacity,mainly from three aspects:strengthening the top-level system design,changing the mode of economic development,cultivating green consumption concept,which provides a useful reference and reference for improving the county's ecological governance capacity and achieving county sustainable development.
