Research On The Influence Of Environmental Regulation Tools Based On R&D Perspective On Environmental Quality In China

The report of the 19 th National Congress clearly stated that the modernization that China is currently building not only refers to the modernization of political economy,but also the modernization of harmonious coexistence between man and nature.Building ecological civilization is an important prerequisite for China to achieve sustainable development.The government's high attention to the construction of ecological civilization also shows that China is currently facing serious environmental quality problems,and it is urgent to solve existing environmental problems and find new impetus for economic growth.This paper believes that the key factor for coordinating the two is that enterprises independently develop energy-saving green technology,so that it is possible to achieve the goal of“ win-win ” environment and economy,and the research and development and application of environmental technology should become the focus of research in the current environmental field.This paper adopts the combination of qualitative and quantitative analysis,focusing on the direct action mechanism of various environmental regulation tools on environmental quality,and further analyzing whether Chinese enterprises' independent research and development innovation is an important intermediary for the impact of various environmental regulation tools on China's environmental quality.factor.In theory,the paper directly analyzes the direct impact mechanism of four types of environmental regulation tools on environmental quality and starts from the technical compensation effect,technological innovation effect and technology spillover effect,and further analyzes the indirect impact mechanism of environmental regulation tools and independent research and development interaction on environmental quality..Empirically,the principal component factor and weight analysis method are used to comprehensively measure the environmental quality level of the ten serious ecological pollution problems currently facing China.Secondly,the panel data of 31 provinces and municipalities(autonomous regions)in China from2008 to 2016 are used.In order to better solve the endogenous problems that may exist in the equation,the system GMM regression method considering more instrumental variables is used for empirical testing,and the bootstrap self-sampling2000 times method is used to verify the possible mediating effects at the end of thearticle.The robustness of the variables and samples is tested to arrive at a consistent conclusion.The results show that the removal of voluntary types of various environmental regulation tools has a significant positive effect on the improvement of China's environmental quality.From the perspective of indirect effects,independent research and development of enterprises has a significant positive effect on improving the environment.Command-based environmental regulation has a heterogeneous effect on independent research and development.It has a technical offset effect in the short term and a technical compensation effect in the long run.Market-based environmental regulation is due to the fact that enterprises paying sewage charges to increase the cost burden and may use proprietary R&D funds to generate technical offset effects,thereby slowing down the process of environmental governance in China,which is not conducive to the independent mediation effect.Voluntary environmental regulation Because China's existing petition mechanism is imperfect,the low quality of petitioners has no supervision and incentive effect on enterprise technology research and development,and the technology offset effect has delayed the environmental governance process.Implicit environmental regulation has made local governments and enterprises fully aware of the importance of environmental protection,further increasing environmental protection and research and development of innovative investment funds to generate technology spillover effects and accelerate the improvement of existing environmental quality.On the basis of the above theoretical analysis and empirical analysis,it is proposed to continue to enhance the independent research and development capabilities of Chinese enterprises,rationally arrange investment funds for pollution control,strengthen the collection and management of sewage charges,comprehensively implement various letters and visits work system,and spare no effort to strengthen basic education.Level and policy recommendations for the introduction of high-end talent.
