Behind the rapid development of the economy,environmental pollution issues inevitably arise,with air pollution as a representative of environmental issues increasingly receiving widespread attention.Air quality not only has a certain impact on the economic and sustainable development of cities,but also poses a threat to the health of citizens,which poses challenges to government decision-making.Therefore,in order to effectively control and solve the problem of air pollution,China has introduced a series of institutional measures and governance strategies to effectively improve air quality.In the context of modern environmental governance,greater emphasis is placed on coordinating the interests of all parties,promoting regional coordinated development of environmental governance,and promoting the organic integration of environmental protection and economic development.It is required to establish a complete set of environmental management and governance mechanisms led by the country and regions,with multiple parties participating.Existing research mainly focuses on the direct impact of environmental regulations on air quality,but due to neglecting the impact of other factors on the relationship between the two,the operational logic of the impact of environmental regulations on air quality has not been fully explored.Therefore,based on institutional theory and Porter’s hypothesis theory,this article delves into the impact mechanism of environmental regulations on air quality from both theoretical and empirical perspectives,based on modern environmental governance concepts.The research content includes:analyzing the direct impact of different types of environmental regulations on air quality;Exploring the indirect impact of environmental regulations on air quality through two intermediary variables:industrial structure and regional green innovation;Study the impact of public attention on environmental regulation and air quality as a moderating variable.This article takes 284 prefecture level cities in China from 2013 to 2020 as research samples and empirically analyzes the impact of environmental regulations on urban air pollution in China by constructing an econometric model of environmental regulations and air quality.Firstly,by collecting official data such as the China Statistical Yearbook,the mechanism of environmental regulation on air pollution control was analyzed,and regional heterogeneity analysis was conducted based on the spatial distribution characteristics of urban air pollution.Then,the intermediary effect model and the regulatory effect model are added to explore the direct and indirect impact of environmental regulation on regional air pollution.Finally,based on empirical analysis and research results,this article proposes relevant policy recommendations to ensure the effectiveness of urban air pollution control in China.This study shows that market based environmental regulation can positively affect regional air quality,and can also promote the upgrading of industrial structure in highly polluting industries,improve regional green innovation ability,and thus affect regional air quality.That is,industrial structure and regional green innovation can play a positive intermediary effect,and public attention will further form strong public opinion pressure,Adjusting public attention can affect the relationship between environmental regulations and air quality;The regression of air quality using command controlled environmental regulations was not significant.In addition,environmental regulations tailored to local conditions can effectively reduce regional atmospheric pollution and achieve sustainable development in the region.Finally,based on the research findings,this article proposes corresponding policy recommendations and possible future research directions.From policy formulation to policy implementation,and then to policy supervision to ensure the effectiveness and feasibility of environmental regulations,it provides strong support for the construction of ecological civilization with Chinese characteristics,and provides practical theoretical basis and strong empirical support for China’s "winning the blue sky defense war".
