Research On Volunteer Organizations Participating In The Precise Rescue Modeof Natural Disasters

China is a country with frequent natural disasters,which poses a great threat to society.In the face of frequent natural disasters,it is not enough to rely on the government and enterprises to provide disaster relief.There must be many volunteer organizations to join and participate.With the characteristics of flexibility and quick response,the volunteer organizations can be an effective supplement for the government and enterprises in natural disaster relief.In addition,the relief work undertaken by volunteer organizations is of the nature of public welfare.Volunteer organizations can give full play to their advantages in areas that enterprises cannot and do not want to do.However,there are still some problems in China's volunteer organizations' participation in natural disaster relief.For example,low social recognition,poor professionalism,lack of strong government support and collaborative management,and insufficient use of its own advantages,and so on.In order to solve the problems existing in the development process of volunteer organizations and improve the efficiency of volunteer organizations' participation in disaster relief,this study studied the precise rescue mode of volunteer organizations' participation in natural disasters.This study firstly adopts the literature research method to sort out and summarize the relevant researches of domestic and foreign scholars on volunteer organizations' participation in natural disaster relief.Secondly,the supply-demand method is used to analyze the supply situation of government,enterprises and volunteer organizations in natural disaster relief,and PEST analysis method is used to analyze and summarize the experience of volunteer organizations in developed countries in natural disaster relief.Finally,a set of specific "Internet +" precise rescue mode for volunteers to participate in natural disasters is proposed based on China's specific national conditions.The significance of this study is to abandon the previous extensive rescue methods of volunteer organizations and put forward the "Internet +" precise rescue mode.Namely to build advanced new "Internet +" precise rescue system,this system is mainly composed of volunteer organizations,and the inhabitants of the government information management system,the comprehensive emergency management system which can realize data and resource sharing between,make rapid and accurate identification of possible relief demand,make the rescue of precise,rapid,efficient and orderly.Moreover,with the support of the government emergency management system(such as the two-way data transfer function of the Beidou system),the rescue result information will update the system status in real time,ensuring the accuracy,timeliness and authenticity of the identification information at any time,thus from another perspective also confirms the precise rescue and the necessity of "Internet +" mutually dependent.In addition,the Interoperability and resource sharing of the three systems enable the precise rescue activities organized by volunteers to be coordinated with the rescue activities of the government and enterprises from beginning to end,so as to achieve a perfect combination of independence and unity.The "Internet +" precise rescue system that the "Internet +" precise rescue model relies on is very complex,but I think it is necessary.Although it seems that there is still a long way to go now,any theoretical discussion and research done at present may become a good reference for future generations.
