The Research Of Natural Disaster Management And Rescue System In China

China is the country which is among the most serious natural disaster countries in the world, there're many kinds of disasters that happens frequetly, distributed widely, and caused a lot damage. The frequent natural disaster not only birings us great damage, but also influence the politics, society, culture, religion and custorm in many other aspects in different historical periods in our country. Disaster not only destroys the production, cause a huge injury and death, but also becomes the biggest root of social unrest, the falling back of production force.Since China has been founded, our government of all levels have drafted a series of politics by accumulating the effective disaster management and rescue experience through the long-term fight against natural disaster, set up a basic disaster management and rescue system. But, the ability of our own now can't match the actual needs, and log behind the developed countries a lot. These inadeuates are: the imperfect of the legal system construction, the lack of the emergency management, the unified information network system and scientific information disclosing system, and the lack of effective rescue insurance system. These factors mentioned above have raised challenge to our country's natural disaster management and rescue system, it forces us to reform and refine.This paper starts from the natural disaster emergency management present conditions, pointed out the problems in the theory and the practice of it by compared with the one in the developed countries. Based on this, proposed that raising the abilities of natural disaster and rescue should get started with the legal system, information management system, rescue staff and the equipment construction rescue materials storage, capital guarantee system, recover and rebuild after the damage, then to build a harmonious homeland.
