The Evaluation And Analysis Of Natural Disaster Relief Efficiency Of International Humanitarian Organizations

International humanitarian organization is important participants in the process of disaster relief.In recent years,the characteristics of diversification and internationalization of international humanitarian relief have become increasingly obvious.But at the same time,it has exposed some relief problems such as the inefficient of humanitarian relief and the lack of emergency coordination mechanism between organizations.Currently the researches mainly focus on the rescue efficiency evaluation of one humanitarian organization,however pays less attention to the relief efficiency of all the humanitarian organizations during a natural disaster.Therefore,if we want to build a disaster relief information network platform,improve the efficiency of disaster relief,reduce casualties,build natural disaster rescue efficiency evaluation system,we should carry out the rescue efficiency factor analysis.In this paper,the natural disasters relief efficiency of international humanitarian organization under the conditions is the object of research,we are based on the rescue field of present stage humanitarian organization and the event system theory,building the international humanitarian organization rescue efficiency evaluation system.In this article,we selected from 2001 to 2017 86 cases of natural disasters,161 international humanitarian organizations donation information,15684 donates that international humanitarian organizations are the dominant participants as sample.SUPER efficiency DEA model(SUPER-SBM)was used to measure the efficiency.Based on the Event System Theory the rescue efficiency evaluation index system was proposed.Then,we use Tobit regression model to research the influence factors about international humanitarian organization rescue efficiency.Finally,our study makes suggestions about improving the natural disasters relief efficiency of international humanitarian organizations.The research results show that the rescue efficiency in terms of time,space and different types of disasters make huge differences by comparing all the disaster samples.And the international humanitarian organizations rescue efficiency are at a lower level.The political system and economic development of the affected countries influence the humanitarian organization rescue efficiency which the result is significant.if the affected countries government clean,frequent exchanges with foreign countries,the international humanitarian organizations rescue efficiency is higher.Therefore,if we want to enhance the current international humanitarian relief environment and improve the efficiency of international humanitarian organizations,we firstly must expand the channel of disaster relief funds and promote the sustainable development of rescue.Second,we should strengthen the integration of international disaster relief resources and promote global coordinated governance.Finally,we build a natural disaster relief information network platform to realize higher efficiency of disaster rescue.
