Research On Occupational Safety And Health Management System Of ZTS Nonferrous Metal Mines

With the continuous development of China's economy and industrial progress,the consumption of mineral resources continues to increase.Mines in China are characterized by wide geographical distribution,complex working environment,expensive mining facilities and many employees.With the increase of mining amount,the management problems of mining enterprises gradually emerge,and the occupational safety and health management problems of employees also hinder the steady development of enterprises.Therefore,it is imperative to study the occupational safety and health management of mining enterprises.As the largest non-coal underground mining mine in China,ZTS nonferrous metal mine has many deficiencies in the occupational safety and health management of employees.The purpose of this paper is to distinguish its problems in occupational safety and health management and give suggestions for improvement.In this paper,the study on occupational safety and health management of ZTS nonferrous metal mine is mainly based on the Main Contents and Inspection Methods of Employer's Occupational Health Infrastructure issued by the occupational health department of the SAWS(State Administration of Work Safety).The status quo of occupational safety and health management of employees was evaluated by means of questionnaire,and the construction of occupational safety and health management system of enterprises was evaluated by means of analytic hierarchy process.In this paper,29 project level indicators and 8 benchmark level indicators were summarized from the documents of SAWS,and the enterprise occupational safety and health management evaluation system was constructed.An expert group of senior occupational safety and health managers was built to determine the judgment matrix and calculate the weight by comparing the factors in pairs.According to the actual situation of the enterprise,the evaluation matrix was determined after the experts scored each factor,and the scores of each base level and target level of occupational safety and health management were calculated comprehensively and the grades were determined by experts.The problems of occupational safety and health management reflected in the questionnaire of employees and the deficiencies found in the expert evaluation were summarized.It was found that the enterprise has such problems as superficial system,lack of pertinence in training,incomplete health monitoring and imperfect protection management and so on.In view of the problems in ZTS nonferrous metal mine,it is suggested that the enterprise strengthen the implementation of the system,advance the protection management,optimize the staff training and improve the health monitoring.Through those improvements,the case of employee's work-related injury and death caused by equipment problems will be well avoided;occupational diseases of employees will see effective prevention and treatment thanks to the archive of occupational health records;emergencies will be contained in a short time due to emergency rehearsal.The improvement of occupational safety and health management level of ZTS nonferrous metal mine also provides references for mining enterprises at the same development stage.
