| Complexity of mining extracting decides that safe evaluation in minel is a complicated system engineering. The foundation of safety evaluation index system is the basis of mine safety evaluation. This text analyze the current safety evaluation index system and point out it's shortage. Based on the production process in mine, applying the process method of quantity management, This text establishes the model of safety management in center of the production process in mine and the frame of safety evaluation index system in mine combining the spirit of OHSMS.This paper analyzes the typical cases of lifting system applying cause and effect diagram for the example of lifting system in mine , establishes the cause and effect model and identifies the hazards. Finally, according to the frame of safety evaluation index system in mine, the paper establishes the safety evaluation index system of lifting system and analyze the evaluation factors.In application, this paper makes safety checklist according to the coal mine three rules and related technique standards and evaluates the mine applying the fuzzy general evaluation method.
