| With the economic globalization,construction enterprises want to break down the trade barriers and occupy a tiny space in the international competition,they have to pass the certification of OHSMS.While the safety production standardization also must be carry out to improve the safety management level as a safety management system in China.Therefore,Two safety management systems are running at the same time now in domestic construction enterprises.Although the two systems have their own emphases,they are inextricably linked especially in core elements.Using the two systems at the same time would cause a lot of wasted resources.Most enterprises choose to use the existing template instead of establishing a system on the understanding of the connotation of standards.So the application and promotion of the system are superficial,and the safety management of the enterprise have not been significantly improved that employees at different levels have different understanding of each safety management section during the implementation process and the evaluation standards of the two systems are not unified.Thus,the fusion of the two systems is very necessary.Based on Consulting domestic and foreign literature,the paper analyzed the similarities and differences between the two systems and put forward the key points of fusion by contrast the core elements.It choose a construction enterprise called A as the research object and found problems existing in independent operation of two systems by questionnaire survey.The thesis used fusion of similar elements,established OHSMS as the framework which safety standard elements are include.It realized the system fusion mode based on PDCA theory and centered on the risk management.At last,the thesis described the safeguard measures of operation of the fusion system and evaluated the degree of fusion system. |
