The Research On PPP Model Of Rural Living Garbage Treatment In Jianming Town Of Zunhua City

With the development of rural economy,the living standard of farmers has been gradually improved,followed by the rapid growth of rural living garbage,resulting in increasingly prominent environmental problems.Since the 19 th national congress of the Communist Party of China(CPC),rural living environment has become an increasing concern for the government.And the primary problem that puts in front of human settlement environment is rural living garbage disposal,rural living garbage disposal has become the government’s primary work and contemporary concerns.Therefore,it is a feasible way to introduce PPP mode in the process of rural living garbage disposal.This paper takes the rural living garbage disposal PPP model in jianming town of Zunhua city as an example,by comprehensively applying literature research,interview research,quantitative and qualitative research methods,and by field visiting to 33 administrative villages such as Daanle village and Jiming fourth village in Jianming town,the source,type,output,current situation of management,villagers’ environmental awareness and willingness to cooperate and participate in the rural living garbage disposal in Jianming town are understood.The achievements of rural living garbage disposal PPP model in jianming town are found,and the problems of rural living garbage disposal PPP model in jianming town are analyzed objectively,including poor management system,insufficient fund supply,unclear supply subjects and weak participation consciousness of villagers.In view of the existing problems,and in order to promote the rural living garbage disposal PPP model in Jianming town,this paper puts forward countermeasures and suggestions to the PPP model of rural living garbage disposal in Jianming town,namely,unblocking the government management system,strengthening capital investment,clarifying multiple participants,and guiding villagers to actively participate.It is hoped that research on PPP model of rural living garbage disposal in Jianming town can be used to provide help to other areas.On the one hand,PPP model can be better integrated with rural living garbage disposal,and on the other hand,it can contribute to improving rural living environment and building a beautiful new socialist countryside.
