Since the reform and opening up,the scale of China’s industrial agglomeration has been expanding,and it has gradually become a “booster” for the rapid development of the industrial economy.At the same time,however,the environmental pollution caused by its negative externalities has become increasingly prominent,restricting the sustainable development of the economy.Environmental efficiency comprehensively considers the coordination of economy and environment in industrial production process,and is an important metric for industrial sustainable development.Therefore,in-depth study of the relationship between industrial agglomeration and environmental efficiency has important reference significance for dealing with the contradiction between economic benefits and environmental benefits in China at present,and achieving the win-win goal of industrial sustainable development and ecological environmental protection.This paper focuses on the relationship between industrial agglomeration and environmental efficiency,and studies the relationship between the two from theoretical and empirical aspects.On the theoretical side,based on the theory of agglomeration externality and life cycle theory,combined with the scale effect,structural effect and technical effect of agglomeration,this paper analyzes the theoretical path of industrial agglomeration impact on environmental efficiency in different agglomeration stages.In terms of evidence,first of all,this paper divides China’s industrial industry into light pollution industry and heavy pollution industry according to pollution emission intensity,and then uses the location entropy method to measure the industrial agglomeration level of all industries,heavy pollution and light pollution in each province of China;secondly,use The ultra-efficient SBM model of undesired output measures the environmental efficiency of various provinces in China;finally,using the measurement results of industrial agglomeration and environmental efficiency to construct an econometric model including industrial agglomeration,environmental efficiency,economic development,technological progress and other factors,empirical Study the impact of industrial agglomeration on environmental efficiency.The results show that from the time change,the current industrial concentration ofheavy pollution and light pollution in China shows a downward trend,and the environmental efficiency shows a slowly rising trend.From the perspective of spatial distribution,the whole industry,heavy pollution And light pollution industrial agglomeration and environmental efficiency are both east and west low.There is a positive correlation between China’s light pollution industrial agglomeration and environmental efficiency.The industrial agglomeration and heavy pollution industrial agglomeration and environmental efficiency are all inversely “ N ” type nonlinear relationship.The inflection points of industrial agglomeration in the whole industry are respectively At 0.964 and 2.115,the inflection points of polluting industrial agglomeration were 0.946 and 1.965,respectively.At present,the industrial agglomeration level of the whole industry in China is less than 0.964,which is in the first inflection point of the inverted “N” curve.The level of heavy pollution industrial agglomeration is greater than 0.946 but less than 1.965,which is in the rising phase of the inverted “N” curve.There is a positive correlation between economic development,technological progress and environmental governance and environmental efficiency,while foreign investment and environmental efficiency are negatively correlated.According to the research results,this paper proposes to formulate differential industrial development policies,guide industrial moderate agglomeration,rationally plan agglomeration structure,optimize regional industrial layout,continuously promote technological innovation,improve the innovation system of agglomeration area,adjust the structure of attracting investment,improve the quality of foreign investment,and improve environmental governance.The system promotes environmental governance capabilities and five policy recommendations to improve environmental efficiency.
