Industrial agglomeration is a universal form of production organization worldwide,and high-tech industrial agglomeration is highly promoted by governments.However,with the increasingly serious environmental problems and the urgent need for energy saving and emission reduction in China,under the background of green development,it is of great significance to study the impact of high-tech industrial agglomeration on the environmental efficiency in order to improve the environmental efficiency of China and solve the contradiction between energy saving and emission reduction and industrial development.Firstly,based on the externality theory of industrial agglomeration,the efficiency theory of environmental technology and the related theory of high-tech industry,this paper makes a theoretical analysis and derivation of the mechanism of the impact of high-tech industrial agglomeration on environmental efficiency.It is concluded that the impact mechanism is mainly composed of positive external economies of scale,circular economy and negative crowding effects,and high-tech industrial agglomeration is deduced by graphics.The influence of agglomeration on environmental technology efficiency is uncertain.In the measurement and empirical part,this paper calculates the agglomeration level of high-tech industries in China from 2005 to 2016 by using the method of location entropy,and analyses the characteristics and causes of.It draws the conclusion that the agglomeration level of high-tech industries in China is low,the location entropy of most provinces is less than” 1”,the polarization between different regions is polarized,the gap between the central and western regions is not obvious,and the distribution is not balanced,it shows a trend of "two ends close to the middle".The DEA-Super-SBM model of unexpected output is used to calculate environmental efficiency,and the dynamic distribution is analyzed by nuclear density estimation.It is concluded that the provincial environmental efficiency in China is low,the trend of most provinces is not obvious,the eastern and the central and western regions are polarized,and the eastern and western regions are polarized.The environmental efficiency in the central is between 0.8-1and western regions is 0.4-0.6,and there is no obvious trend.The results show that the gap among provinces with high environmental efficiency first increases and then decreases,while the gap among provinces with low efficiency does not change significantly.The gap between provinces with high environmental efficiency and provinces with low environmental efficiency is slowly expanding.Finally,the panel regression model is established by Douglas production function.Fixed-effect model is selected and the robustness test is carried out by differential GMM estimation.It is concluded that there is a significant linear relationship between high-tech industrial agglomeration and environmental technology efficiency in China during the measurement period,The wage also has a negative impact on the efficiency of environmental technology.FDI and technological progress promote the environmental efficiency.The "pollution paradise" hypothesis is not established in China.In addition,this paper introduces the square term of per capita GDP into the model,and empirical results show that relation of per capita GDP and environmental technology efficiency are "U" curve,which verifies the Environmental Kuznets Curve(EKC).Based on the theoretical analysis and empirical results,this paper puts forward policy recommendations: develop high-tech industries,promote the transformation and upgrading of high-tech industries;scientifically allocate high-tech industries,rationally promote industrial transfer,and achieve balanced development of high-tech industries among regions;promote foreign direct investment;Promote economic growth,coordinate the development of wage level and economic,and rationalize industrial structure.
