Research On The Ecological-Efficiency Of Coastal Tourism In China Based On Undesired Output

The ocean occupies an important position in my country’s economic development.As a new growth point of the marine economy,coastal tourism has become the key to the development of my country’s marine economy.However,it should also be noted that in the process of transition from a speed-scale type to an efficiency-quality type in my country’s coastal tourism,there are still problems with inefficient growth of“high input”,“low output”and“bad output”.In particular,the resource and environment pressure brought by the coastal tourism industry is increasing,and the low input-output efficiency restricts the high-quality development of the coastal tourism industry to a certain extent.Therefore,in the context of the new era of high-quality development,studying the ecological efficiency of coastal tourism is not only an important basis for promoting the economic growth of coastal tourism and the coordination of resources and environment,but also a key factor in optimizing the input and output of coastal tourism,and even more importantly,coastal tourism The core driving force for improving quality and efficiency.In order to evaluate and measure the time series changes of China’s coastal tourism eco-efficiency and its influencing factors,this paper first combs the ecological efficiency and the related research literature of the coastal tourism industry,constructs the coastal tourism eco-efficiency evaluation index system from the perspective of undesired output,and selects the coastal 18 tourist cities are used as research objects.Based on the relevant data of coastal city tourism from 2005 to 2018,the super-efficiency SBM model and Malmquist productivity index are used to calculate,analyze and evaluate the ecological efficiency of coastal tourism in coastal cities in China.Redundant situation,analyze the causes of coastal tourism eco-efficiency loss and make improvements,the research results mainly include the following aspects:(1)Through the analysis of the results of the ecological efficiency measurement,the average value of the coastal tourism ecological efficiency of coastal cities in eastern China is(0.727～0.894),which is at a medium level of ecological efficiency.The whole process shows a stable development stage from 2005 to 2009 and from 2010 to 2011 The efficiency decline stage,and finally 2012 to 2018 is the trend of picking up again.(2)There are significant differences in the level of coastal tourism eco-efficiency among cities.The efficiency is characterized by continuous growth(Dalian,Tianjin,Yantai,Lianyungang),volatility(Fuzhou,Guangzhou,Shenzhen,Zhanjiang,Wenzhou),and downside risks(Qinhuangdao,Shanghai,Ningbo,Xiamen)and stable(Qingdao,Nantong,Hangzhou,Beihai,Sanya)four types of development.The highest average eco-efficiency value of coastal tourism is Tianjin(1.268),and the lowest is Sanya(0.277).(3)Through the calculation and analysis of the decomposition efficiency of coastal tourism ecology,the pure technical efficiency of the average decomposition efficiency is higher,followed by the scale efficiency.The overall efficiency changes are mainly composed of scale efficiency and pure technology.The efficiency is alternately driven,and the technical efficiency of the coastal tourism industry has a strong correlation with the overall efficiency in the later period.(4)Based on the dynamic analysis of the Malmquist Productivity Index,the total factor productivity of coastal tourism in my country has been increasing,with an average rate of 16.7%,and the growth rate of technological progress is similar to that of total factor productivity.Decomposing the Malmquist index shows that the resource allocation and technological innovation efficiency of different cities are very different.(5)Based on the analysis of the ecological efficiency redundancy rate of coastal tourism,it is concluded that input redundancy and undesired output redundancy have become key factors hindering the progress of coastal tourism ecological efficiency,but the redundancy rate is not significant.Coastal cities with high intensity of tourism development generally have problems of reduced efficiency due to idle capital investment and serious pollution emissions in the later period.Therefore,it is necessary to develop and maintain tourist destinations in two steps,and improve the ecological efficiency of coastal tourism according to different development characteristics.
