Case Study On Emergency Management System Construction In Dayaowan Port District

As an important infrastructure of water and land transportation,port and wharf are the node point and hub of waterway transportation,the storage and transfer center of industrial and agricultural products and import and export materials of foreign trade,and the gathering and distributing centre of passenger transportation,playing a decisive role in urban development.With the development of large-scale and specialized ships,the deep hydration trend of ports and wharfs has become increasingly obvious,and the throughput has increased year by year.As a result,environmental risks and hidden dangers continue to increase,and the harmfulness of emergent environmental incident also increases,the importance of environmental risk prevention and management becomes increasingly important.At present,the national emergency management research in policy level and highway transportation is relatively deep,and the research on port industry is relatively weak.Most of the research on port emergency management is only at the level of establishing and improving emergency plans.Therefore,once the sudden environmental risk of the port occurs,it will cause irreversible harm to the safety of people's life and property and the environment.Dayaowan port district the hub spot for the transportation of oil products,containers,commercial vehicles and iron ore in Dalian port,as well as the transportation of bulk grain.it's one of the main bases of our country's oil strategic reserve base and one of the port-surrounding petrochemical industry bases.It has 42 production berths,among which 33 are of 10,000-ton class or above.The port has an annual capacity of about 140,000 tons.Dayaowan port is the first port district in northeast China.There are many kinds of wharfs in the port,including oil products and other businesses with high risks.It is particularly important to improve the environmental emergency management system.This study takes the construction of environmental emergency management system in Dayaowan port district as the research object,and summarizes the current research situation of emergent environmental incident and environmental emergency management theories.Through in-depth analysis of the current situation and existing problems of emergency management in the port district,it puts forward the construction plan and safeguard measures of the environmental emergency management system in the port district.The investigation shows that the current emergency management of environmental Dayaowan port area mainly has the following problems: lack of plan management,lagging in the construction of emergency support,unclear power and responsibility,scattered management,failure to implement responsibility supervision,formalization of education and training,etc.Based on the actual production and operation of the port area,the paper proposes a solution method with the core of building a three-level emergency plan management system,setting up a coordinated and unified environmental emergency management organization in the port area,and improving the environmental emergency management mechanism and safeguard measures,has important guiding significance for improving the regional environmental emergency management level and accident rescue capability,and can also provide a reference for the environmental emergency management of other port areas in China.
