Under the background of the Chinese economy entering the new normal,the contradiction of overcapacity in the line of steel,coal,and cement industries has continuously intensified.Driven by the national supply-side reform policy,it is inevitable route for the industry’s elimination of production capacity,corporate mergers and reorganizations,co nsolidation and optimization of stock resources,and enhancement of industrial concentration.There are many practical challenges and difficulties in the process of corporate mergers and reorganizations.Enterprises It will eventually achieve value creations and economies of scale of 1+1>2 for enterprises through the reorganization and integration of various types of resources.The company’s core resource is the integration and optimization of human resources management,which is a key and important guarantee for the company to achieve value recovery after mergers and acquisitions.This paper takes the merger and reorganization of Southwestern Cement company as the background.And it is based on the related theories of strategic human resources management and human resource allocation.It takes methods such as literature surveys,internal second-hand data surveys,questionnaire surveys,and in-depth interviews.Firstly,we analyze the merger,reorganization,and human resources and resource management integration overview of Southwestern Cement company..Secondly,Guizhou Ziyun Southwest Cementcompany--a representative subordinate enterprise,is selected to conduct in-depth research on the status quo and existing problems of human resources management after mergers and reorganizations.It has space for improvements in the aspects of downsizing and efficiency enhancement,the optimization of the age structure of the workforce,training management,salary management,the cadre assessment system,and the division of responsibilities among departments.Thirdly,It proposes countermeasures to optimize and improve Southwestern Cement Company’s human resources management,including the optimization of organization and personnel,the development of employee career dual-channels,the integration and optimization of cadres,the improvement of assessment systems,the improvement of compensation incentives,the improvement of training systems,and strengthen the corporate culture.
