At the 19 th National Congress of the Communist Party of China,General Secretary Xi pointed out that the need for accelerating the reform of the ecological civilization system,in which the construction of rural ecological civilization serves as an important subject.Especially,the treatment and utilization of straw,which has always been the focus and difficulty of agricultural environmental protection and pollution control.Straw burning not only causes serious air pollution that may endanger people’s lives and health but also wastes a lot of renewable energy.Governments continue to pay more and more attention to straw management and have issued policies to prohibit the burning of straw and promote the comprehensive utilization of straw.However,the investment of a large number of resources did not fundamentally solve the problem of straw burning.Instead,the phenomenon of "a good year at the end of the year and a chaotic year at the beginning of the year" appears.We can see that clarifying the dilemma of straw management and understanding the conflicts between the participants in the context of straw management is the key to solving the above problems and is also the core of the smooth promotion of straw management.Through the investigation of straw governance practice,we found that the straw governance process involved multiple participants and formed a complex networked relationship between participants,which coincided with the characteristics of social network analysis.In recent years,risk transfer networks,cooperative networks,and conflict networks based on social network analysis methods have been widely used in the analysis of complex relationships in public governance,and have achieved certain results.Based on this,this paper adopts "value and value conflict" to quantify the interests of various stakeholders in the process of straw governance and their complex relationships with each other.In detail,we first define the main participants in the process by literature analysis,then identify the importance and existence of the value demands and value conflicts of various stakeholders by using questionnaires and interviews.Finally,based on the social network analysis method,we build a conflict network in the context of straw governance.The relevant network analysis software is used to analyze the overall structure,internal structure and nodes of the network.This paper takes Harbin City as a case study,and discusses the causes of conflicts in grassroots governance and conflict resolution models of grassroots governments.Firstly,we find that in the context of straw governance,the conflicts between participants are frequent and the relationship is complex.The participants not only have a greater impact on the network but also are affected by other actors in the network.Secondly,the grassroots government occupies a central position in the network,and its multiple action logic of "emphasis on short-term benefits over long-term benefits" and "emphasizing blockage over neglect" are the key factors leading to continuous conflicts with other participants.Meanwhile,due to the multiple identities of farmers in the straw management process,they have formed the "secondary small group" with the most intense conflicts with the grass-roots government in the network and become the "key stakeholders" with the most intense conflicts with the grass-roots government.Besides,the multiple dilemmas of governance costs have become the "key-value type" that causes frequent conflicts and conflicts between the grassroots government and other participants.Due to the limited local finance and insufficient environmental protection investment,the grassroots government’s "heavy blocking and lightening" behavior strategy caused it to have intense and frequent conflicts with farmers,enterprises and other major stakeholders in terms of cost and technology in the stage of comprehensive utilization relationship.To this end,this paper analyzes the situation mode and value conflict resolution methods of the grassroots government and gives the straw governance strategy from the network perspective.We believe that the grassroots government should give full play to its core role in the network,play the role of coordinator,integrate and coordinate the resource advantages between different stakeholders,and pay attention to "key stakeholders","key value types","key "Value conflict",that is,the conflict resolution strategy of coexistence of integrated and targeted governance.
