Along with the highly development of the social and the comprehensive needs of public affairs in our country,the trend of strengthening the cooperation between the governments,in order to strengthen the cooperation between government departments and to improve the segmentation caused by bureaucracy,in the political practice of our country,a mode of committee for purpose of horizontal coordination appeared,but under such governance network,The "separate battle" between government departments continues.This paper selects the work of the Safety Production Committee in T City as a case study.On the basis of clarifying the network-bureaucracy operation logic of the safety Committee,it analyzes why the horizontal governance network established on the basis of bureaucracy has limited improvement in inter-departmental cooperation.In order to solve this problem,the author starts from the micro process of completing tasks by the safety committee,focusing on the interactive behavior between the safety committee office and member units during the process,and explains it in three parts.First,describe the status of inter departmental information fragmentation and policy fragmentation under the bureaucratic system.Based on this,the system design of the Security Committee bridges the division of departments from three levels :administrative power,goal and task driven and assessment.Secondly,from the perspectives of horizontal network and vertical hierarchy,the dual logic of the Security Committee’s task promotion is presented.In the process of task promotion,on the one hand,the Office of the Security Committee can communicate the governance goals in a networked way through organizational behavior such as "batch to point","high-frequency interaction" and "inspection".On the other hand,the operation of the Safety Committee still needs to rely on methods such as authoritative influence,task responsibility,and pressure transmission to enhance coordination effectiveness.Finally,based on the two-dimensional framework of goals and capabilities,comparisons were made between different types of entities and different cooperative attitudes in the governance network.Research has found that when horizontal coordination cannot achieve clear and effective incentives for all relevant departmental goals and resources,the governance network formed on a hierarchical basis is in a loosely coupled state.The fundamental reason for the limited governance is that horizontal coordination on a hierarchical basis itself has flaws.Although its system design makes up for the shortcomings of fragmentation,in actual operation,the original bureaucratic inertia is still difficult to overcome.This governance network is mainly influenced by the hierarchical system,with limited cohesion between departmental goals and overall goals,complementary improvement of departmental resources,and a lack of endogenous motivation to promote inter departmental collaborative governance.
