Research On The Cooperation Mechanism Of Government And Non-government Organizations In Water Pollution Control Of Dianchi Lake In An Analytical Perspective Of Network Governance Theory

There are many world problems in the understanding of pollution control.The governance of lakes is included,and the situation in China is severe.One of the key points in the process of governance is Dianchi.Although the water quality of Dianchi has been improved after being treated,there are still some problems that haven't been alleviated,for example,the management system is not perfect.To accelerate the construction of sewage system,make progress,the city sewage treatment ability,strengthening of water replacement,to reach Dianchi's water cycle is healthy,basin water environment management system and department cooperation gradually become more perfect,in order to ensure the effectiveness of governance,non-governmental organizations in the public nature of the hair the role,not the pursuit of business purpose and organization,inter regional coordination and the higher the degree of trust,fully equipped with the ability to collaborate pollution control in Dianchi.The first of the two main current cooperation mode and content,between the status quo and the contradiction between the achievements and existing in-depth analysis,the conclusion that the cooperative governance mode is still a "strong government,weak non government organization,this traditional mode,leading to the NGO can not play its due role in the governance.In particular,the cooperation of the two can not reach significant results.The water pollution in Dianchi is not only alleviated,but also continues to deteriorate.Therefore,the government should take the initiative to encourage the development of NGOs.NGOs should strengthen their own construction,respond to the government's call,and jointly establish a complete water environment coordination mechanism.From the external advanced experience,set aside "strong government,weak traditional cooperation pattern" non governmental organization under the analysis of government and NGO cooperative governance in Taihu River Basin from the perspective of network governance,in order to solve the problems of government and non-governmental organization cooperation,actively NGO in Dianchi,the cooperation framework and operation mode remodeling through the network,forming a network coordination platform,and security mechanism.
