Less than 35% of the total length of river channel has been treated in China,and the task of river regulation is arduous.Jinghe River is the first tributary of Weihe River—the largest tributary of the Yellow River,and it is also the main source of flood and sediment of the Yellow River.The regulation of Jinghe River plays an important role in improving the water quality of the Yellow River and improving the level of water pollution control.The flood,sediment and sewage have a great adverse impact on the whole basin in the flood season.The landscapes in the normal and dry seasons are difficult to meet the needs of the comprehensive development of the city at present.There is a very urgent need for comprehensive management from the aspects of flood control,pollution control and ecological landscape.In many river regulation engineering schemes,how to choose the engineering scheme suitable for the characteristics of Jinghe River Basin,the development needs of Jinghe new city and the production and living needs of surrounding residents become the premise of river regulation.It is an urgent problem to put forward the evaluation index which can reflect the comprehensive benefits of river regulation project and make a scientific and reasonable evaluation.On the basis of literature review and theoretical analysis,this paper studies the comprehensive evaluation of river regulation project benefits of Jinghe new city,and uses fuzzy comprehensive evaluation method to evaluate and make decision on the project scheme,which can accurately reflect the benefits of river regulation project in Jinghe new city,and provide basis and reference for scheme selection.The benefit evaluation index system of Jinghe new town river regulation project is constructed,including 3 first-class indexes and 13 second-class indexes.The economic effect attribute,ecological effect attribute and social effect attribute are comprehensively interpreted and explained.Through the construction of fuzzy comprehensive evaluation model,the weight of each influencing factor is determined by AHP.For the river regulation project of Jinghe new town,the proportion of economic effect,ecological effect and social effect are 13%,51% and 36%.It shows that the ecological effect is the most important concern for the river regulation,followed by the social economic development benefits.Among the existing river regulation schemes of Jinghe,considering of the comprehensive benefit,scheme 1 is the best.On the basis of multivariate fuzzy comprehensive evaluation,the benefit evaluation results of the three engineering schemes of Jinghe River regulation project are 0.896,0.867 and 0.735 respectively,so scheme 1 is determined to be the optimal scheme for river regulation benefit implementation.
