| In mordern society with rapid economic development and transformation,the continuous advancement of urbanization has brought not only a great leap in the material life of human beings,but also the environmental problems become more serious.The problems of the urban river are the most remarkable among lots of environmental problems faced by human society.The major factor are mostly caused by disordered stacking and dumping of municipal solid waste and unregulated discharging of industrial waste water and residue,which led to the deterioration of water quality and the degradation of the ecological environment system,and thus has bad effects on the economy,society and the environment.Therefore,comprehensive improvement of urban river has become the first way to solve these problems.At present,the comprehensive improvement effect of urban river is remarkable.The reinforcement and maintenance of the riverbank has enhanced the flood control and drainage capacity of the river,the improvement of the water quality and the construction of the ecological landscape also greatly enriched the life quality of the residents around the city river,and improved the city’s tone intangibly.Due to the huge impact of urban river comprehensive improvement projects on economic and social benefits,post project evaluation is also gradually attracting attention.Through the post project evaluation of urban river comprehensive improvement projects,it is easy to analyze the specific situations of the project in the process of construction,operation and management,sum up the experience and lessons,so as to improve the decision-making level of the project managers.Firstly,this paper introduces the relevant concepts and basic theories and expounds the purpose,principle and necessity of the post project evaluation,and then defines the post project evaluation accurately through the comparison with the pre project evaluation and the middle project evaluation.Secondly,the contents and the common evaluation methods of the post project evaluation are introduced,including target evaluation,process evaluation,economic and social evaluation and environmental evaluation.The common methods are listed in this part;for instance,comparative analysis approach,logical framework approach,project pursuit,causal analytical method.Third,the post project evaluation index system of this type of project is introduced by the analysis of the characteristics of urban river comprehensive improvement,including the target layer introduces the comprehensive benefits;the standard layer introduces four indexes are the process evaluation,the economic benefit,the social benefit and the environmental benefit;the index layer introduced twelve indexes,like the construction period change rate,the static investment recovery period,the influence of promotion of regional economic development,the variety of riverside facilities.At last,taking the Qinglongjian River comprehensive improvement project in Hubin area of Sanmenxia city of Henan Province as an example,a model of analytic hierarchy process andfuzzy comprehensive evaluation method is constructed by the search of related data and field investigation,the comprehensive benefit evaluation,process evaluation,economic and social benefit evaluation,ecological environment evaluation are carried out on the basis of calculation and quantification of actual indexes by combining with the method of succeed degree evaluation.Finally,the conclusion is that the project is successful.It proves that the project is feasible from the whole,and has achieved good social and economic benefits.According to the engineering characteristics of comprehensive improvement of urban river,this paper try to introduce twelve indexes of the post project evaluation of comprehensive improvement of urban river innovatively on the basic of the original post project evaluation index system.Through calculation and verification,it is proved the index system is scientific and rational,and it can also provide some reference for the similar engineering projects in the future. |
