Research On Typical Problems In The Zoning Of Noise Functional In Xi'an

As an important basis for environmental management department to control noise pollution,the division of Acoustic Environment Function area can provide scientific and technical support for noise control and management.Based on the 2018 Division of Xi'an Acoustic Environment Function area,this paper takes the work flow of the division of Acoustic Environment Function area as the main line Based on the comparative analysis of the Social Development Data of Xi'an in the past 10 years and the historical monitoring data of the acoustic environment function areas,this paper summarizes four problems in the 2007 edition of Xi'an noise Functional Zoning: First,the 2007 edition of Xi'an noise Functional Zoning is inconsistent with the current status of urban planning and land use;Second,4a and 4b functional areas exist special conditions and blank division method;third,the historical monitoring data exceeded the standard seriously;fourth,the division is not electronic,inconvenient to use.Then,based on the 2018 Xi'an Acoustic Environmental Function Zoning,the author analyzes and studies these four issues in turn: The adjustment of the scope and category of the two editions of the Acoustic Environmental Function Zoning;This paper gives an example to analyze the special conditions of the boundary determination of the 4a type street-facing buildings and the basis of the division of the 4b type Locomotive Depot,and verifies the accessibility of the division result through the analysis of the noise census data and the production of the contour map by using surfer15 software The paper also analyzes the reasons of exceeding the standard,and puts forward some concrete suggestions for the construction of the electronic and information system of the sound environment in Xi'an.Finally,the corresponding suggestions and countermeasures aregiven to the above four problems: First,the division should grasp the principle of timely adjustment;second,pay attention to the strict control of the scope of the four areas,taking into account the special circumstances;third,reasonable monitoring,focus on control;Fourth,we should optimize means and manage scientifically.Based on the analysis and study of the typical problems in the functional zoning of the noise in Xi'an,this paper summarizes some working experiences in the functional zoning of the noise in Xi'an,and points out the shortcomings and causes of the present quality of the sound environment in Xi'an It also puts forward some countermeasures and suggestions on how to improve the sound environmental quality and noise management level in Xi'an,which can be used for reference for other cities.
