Study On Red Line Delineation And Control Of Ecological Protection In The Territorial Space Planning

The attempt of territorial space planning is to further implement "multi—regulation integration".The core content is delineate the "three zones and three lines",through scientifically analyze the background of the natural environment,economy and society,and strictly delimit each space boundary scientifically to control the national territory.The delineation of the ecological space and ecological protection red line is an important manifestation of "ecological priority" in the national territory planning.The important goal of the ecological planning is to improve the quality of the ecological environment and accelerate the speed of economic development.How to coordinate the relationship between the protection of ecological space and the development of ecological resources,and achieve high—quality,high—efficiency,sustainable development are the issues that urgently need to be solved in ecological space planning.This paper uses methods such as literature review,site survey,qualitative analysis,and quantitative analysis of Arc GIS software.It Interpretation the relationship between terrestrial space planning and eco—spatial planning,analysis the main problems in the past eco—spatial planning in China,then clarifies The focus and theoretical logic of the ecological space plan from the perspective of territorial space.And corresponding solutions are proposed to coordinate the contradiction between protection and development in ecological space planning.The main conclusions of this article include 3 aspects:(1)Analyzing the problems of traditional ecological space in protection,development,and management through interpretation of territorial space planning,then Based on the "mission—oriented" nature of ecological red line delineation and management,and comprehensive consideration of the location of ecological space in the "Three Life Spaces".From the perspectives of ecology,sociology,and economics,the principles of ecological spatial planning are put forward,and high—quality and high—efficiency development is clearly defined,with emphasis on protection and development.It proposes the planning logic of overall guidance as the general outline of planning,divisional control as the basis for protection,ecological products as the means of development.(2)In the process of ecological red line delineation,we must pay attention to the integrity and unity of the ecosystem.First,governments and enterprises at all levels must clarify their roles,their respective rights and responsibilities;second,With the help of Arc GIS,the ecological space zoning protection planning method based on the sensitivity evaluation and the importance of service functions is proposed.Third,the ecological products are divided into public and market ecological products,and the development content and intensity are proposed according to their respective characteristics;fourthly,in order to ensure the implementation of the ecological space planning.(3)Based on in—depth understanding of territorial space planning and research on ecological spatial planning methods,empirical research was carried out in conjunction with the ecological spatial planning of Langao County.Through analysis of resource conditions and geographical location,and the spatial analysis of Langao County with the help of Arcgis,the ecological space subdivision of Langao was delimited.And put forward the control requirements for space zoning and resource classification.
