Study On Ecological Conservation Red-Line Negotiation Among Territorial Spatial Planning

The ecological conservation red-line is the institutional innovation of ecological environmental protection in China and the bottom line and lifeline of safeguarding the national ecological security.Based on the value orientation of ecological civilization construction concept,this study sorts out and identifies the realistic dilemma of boundary negotiation of ecological conservation red-line in the context of territorial spatial planning.On the basis of clarifying the connotation of ecological conservation red-line,the research puts forward the solution of boundary negotiation dilemma,so as to form the boundary negotiation mechanism.Taking Shizuishan City as an example,the boundary negotiation of ecological conservation red-line is carried out,and the implementation management of the late demarcation is strengthened.This study provides a reference for cities and counties in China to identify and solve the dilemma of boundary negotiation of ecological conservation red-line,scientifically and reasonably delineate ecological conservation red-line,and build a green and sustainable "Three-Region and Three-Line" territorial spatial pattern.The main conclusions are as follows:(1)This paper identifies three practical dilemmas of boundary negotiation of ecological conservation red-line in Shizuishan city: deviation between upper planning and real spatial distribution;the positioning of various spatial planning of ecological conservation red-line are different;spatial conflicts with ecological functional areas,other land classes and control lines in territorial space.This paper summarizes the general dilemma of two aspects in the boundary negotiation of ecological conservation red-line in China: under the construction of ecological civilization,there is a dilemma between the control requirements for the boundary negotiation of the ecological conservation red-line from the top-down macro perspective;dilemma between the control requirements for the boundary negotiation of ecological conservation red-line from the top-down macro perspective under ecological civilization construction and the refinement requirements for the boundary negotiation of ecological conservation red-line from the bottom-up micro perspective under territorial spatial planning.(2)In order to solve the dilemma of the boundary negotiation of ecological conservation red-line,this paper firstly clarifies its planning connotation.By using "Double-Evaluation" to coordinate the control requirements for the boundary negotiation of the ecological conservation red-line from the top-down macro perspective under the construction of ecological civilization and the refinement requirements for the boundary negotiation of ecological conservation red-line from the bottom-up micro perspective under territorial spatial planning.It‘s an important area designated in the key ecological function zone,which is mandatory and strictly protected.It is the bottom line and lifeline for safeguarding national ecological security.(3)On the basis of defining the connotation of ecological conservation red-line.It puts forward the main ways to solve the dilemma from four aspects: coordinating the relationship between the government and the market,actively promoting the integration of multiple regulations,optimizing and delineating the actual operation and supporting to solve the dilemma of "Double-Evaluation".Research establishes an integrated mechanism for setting ecological conservation red-line.(4)On the basis of clarifying the connotation of ecological conservation red-line in Shizuishan City and identifying and solving the dilemma of ecological conservation red-line boundary negotiation,spatial simulation and prediction is carried out to assist ecological conservation red-line delineation and integration.When the ecological conservation red-line is delineated currently or changes dynamically in the future,it is planned to appropriately concede the ecological conservation red-line to the adjacent urban development boundary or permanent basic farmland protection red line in the areas occupied by ecological conservation red-line.For the areas where ecological land is occupied near the ecological conservation red-line,we should pay attention to the possible changes of land use in the future and its impact on the control of the ecological conservation red-line.For increasing the expansion of ecological land,priority should be given to the expansion of the scope of ecological conservation red-line,and comprehensive consideration of the change of occupied scope will only increase the area of local ecological conservation red-line in the future.Based on the above,combined with the positioning of superior ecological functional areas and the results of ecological importance evaluation of the autonomous region,the ecological conservation red-line is drawn.(5)After delineating the ecological conservation red-line,the study proposes that the implementation and management measures of the ecological conservation red-line should be combed from three perspectives: from the macro and long-term perspective of ecological civilization construction;multiple departments refine the collaborative perspective;"Double-Evaluation" and other cohesion support perspective.
