Study On The Method Of The Basic Planning Of Ecological Control Line Of Mountain Towns

At present,China’s cities are at a stage of low-level urbanization with rapid growth of construction scale and rapid consumption of resources.This extended model of the urban space has brought about serious waste of land resources,continuous erosion of ecological space and sharp decrease in the area of mountain forests and farmland.In order to prevent further disorderly expansion of urban space and prevent the re-erosion of ecological space,China has proposed relevant contents and requirements for demarcating ecological control lines in the construction of ecological civilization.At the same time,China is also a mountainous country.Mountainous city is an important spatial unit for the construction of ecological civilization in China.However,at present,there are few studies on the basic ecological control lines in mountainous cities,and the existing theories and methods are not yet mature.The author thinks that in the process of realizing the important goal of "mountain ecological security and urban sustainable development",it is very necessary to focus on how to scientifically demarcate the basic ecological control lines of mountainous cities.Under this background,the author combines self-involved practical project,The Spatial Planning of "Multiple Plans Integration" in Qimen County(2017-2030),to study the methods of demarcating basic ecological control lines in mountainous cities.Hoping to provide some references and thoughts for the delimitation of ecological control lines in other similar mountainous cities.First of all,this article defines the concept of mountainous cities and basic ecological control lines,clarify the relationship with related concepts,and briefly summarize the relevant theories of basic planning of ecological control lines at home and abroad.Then,the article summarizes the practice of basic planning of ecological control lines in China from the aspects of implementation path and technology methods.Secondly,the article compares and analyzes the commonly used methods of demarcating basic ecological control lines in China.And combined with ecological spatial characteristics of mountainous cities,we have selected the Multi-factor weighted superposition of ecological suitability analysis to demarcate basic ecological control lines in mountainous cities.Thirdly,taking the typical mountainous city of Qimen as an example,this paper demarcated the basic ecological control lines,defined the detailed steps and methods of delimitation,and adopted the classified measures to control the basic ecological control area.The process of demarcating the basic ecological control line in Qimen County is mainly divided into three major steps: Firstly according to the analysis of the main influencing factors of ecological suitability in Qimen County,the index system of ecological suitability evaluation was constructed.Using the GIS spatial analysis tool to analyze the ecological suitability by the Multi-factor weighted overlay method.Secondly,according to the results of ecological suitability evaluation to extract the "suitable","more suitable" and "general suitable" ecological patches.Then,using the aggregation in Arc GIS to deal with the ecological patch to get the preliminary basic ecological control line.Thirdly,The ultimate ecological control areas are divided into the first-level and second-level control areas.And according to different ecological factors,the second-level control areas is further divided into several controlled sub-zones.And then putting forward different regulatory requirements for those different sub-regional control areas.Finally,this paper makes an objective review of the results of demarcating basic ecological control lines in Qimen County from multiple levels.By comparing the results with the current situation and the master plan,we can find that the application of the ecological suitability analysis method based on multi factor weighted superposition is feasible in the demarcation of the basic ecological control line in mountainous cities.And the result is intuitive and accurate.The basic ecological control line demarcated by this method has certain value for the protection of ecological space in Qimen County.It provides the basis for the compilation of the ecological protection planning and other related planning of Qimen County,and also provides reference and consideration for the ecological protection of other similar mountain cities in China.
