The construction of the Green Silk Road is the inherent requirement for the Silk Road Economic Belt to break through the global green trade barriers and build a new international trade cooperation relationship.In order to seek the organic integration of green development,open development and shared development,correctly handle the relationship between regional economic an.d social development and resources and environmeint,cooperate to build the Green Silk Road,and evaluate the development index of the Green Silk Road is imperative.In this paper,the development of the Green Silk Road Economic Belt is defined as:in order to realize the construction of the Silk Road Economic Belt,the improvement of scientific and technological capabilities can significantly improve the efficiency of energy input and reduce pollution emissions,so as to achieve a sound coordination of economic development,environmental protection and energy conservation,and achieve a sustainable development.Way.It includes three aspects:the first is ecological environmental protection,that is,improving environmental quality,maintaining biodiversity and stabilizing climate;the second is the rational use of energy,that is,improving energy efficiency and adjusting energy structure;the third is the green economic development,that is,the green transformation of the economy,to realize the investment and trade of ecological civilization.In this paper,the economic,energy and environmental systems are integrated into the green developmnt evaluation system at the same time.In order to measure the ability and quality of the country's green development under given conditions,the super-efficient SBM model is established to measure the green development efficiency as the development index of the green Silk Road economic belt,and the objective evaluation is made of me.The status quo of the green development of the countries along the country and th e possible improvements are discussed.The Tobit model is used to test the influencing factors of the green Silk Road economic belt development index.The results are as follows:(1)Generally speaking,the development level of the green Silk Road economic belt in the countries along the Silk Road is general,and it fails to achieve an efficient state.The green Silk Road economic belt of the countries with higher economic development level also has higher development level.Most of the countries with lower ranking are developing countries in Asia and countries with heavy industry as the pillar industries in Central and Eastern Europe.(2)Input inefficiency or output inefficiency exists in most countries.There is no excessive input and unexpected output in our country,but there is insufficient output only in the aspect of expected output(GDP).(3)Overall,the development index of the Green Silk Road Economic Belt has risen by about 10 percentage points in the decade 2007-2016,and has remained stable,which feeds back to us that the green development level of the countries along the Silk Road is steadily improving.2013 the construction of the Silk Road Economic Belt increased by five percentage points from 2016 to the beginning,which means that the "one belt and one way" has brought positive and positive effects,and promoted the economic development of all countries along the line while promoting the simultaneous construction of the environment of all the countries along the route.(4)From the perspective of influencing factors,the level of economic development,the degree of cross-border exchanges,the degree of environmental regulation and the driving factors of innovation will have a very significant positive impact on it;and the factors that will have a very significant negative impact on it are the industrial structure factors and energy consumption expressed by the proportion of industrial value added in GDP.Factor.Industrial transfer factors have no significant effect on the development index of the Green Silk Road Economic Belt.This is due to the unique positive and negative sides of these two factors.The positive and negative roles and effects offset each other.Therefore,their roles and effects are not significant.In order to realize the benign interaction between economic and social development,resources and environment,and achieve sustainable development,countermeasures and suggestions are put forward from the aspects of environmental protection system,ecological civilization construction,economic development and public awareness.
