A Study Of Inner Mongolia Energy Development Policy Based On The Coordination Of Energy,Economy And Environment (3E) System

Since the founding of the new China 70 years ago,the energy industry in Inner Mongolia Autonomous Region has developed by leaps and bounds,and Inner Mongolia has now become an important national energy base and strategic resource support base.While joining in the group deliberations of deputies from Inner Mongolia twice,General Secretary Xi Jinping explicitly proposed to earnestly implement the energy development work,and pay a close attention to the new wave of world energy technology reforms,for the purpose of fully expanding and extending the existing industrial chain,effectively and comprehensively utilizing resources and giving full play to their efficiency.However,the prominent contradiction between the energy industry in Inner Mongolia Autonomous Region and economic growth and ecological environment in the actual development process has presented a bottleneck and hindrance that Inner Mongolia must solve as soon as possible to realize a high-quality development and ecological civilization construction.The energy policy based on the coordinated development of energy,economy and environment(abbreviated for 3E system)has seized attention from many scholars at home and abroad.Against this background,this paper,combined with the actual situation in Inner Mongolia,analyzes the energy development policy of Inner Mongolia from the perspective of public policy,in the hope of realizing the coordinated development of the 3E system in Inner Mongolia,which not only ensures that energy supply can drive economic development,but also ensure that energy production and consumption are not the expense of the ecological environment,thereby generating a positive effect on economic development and environmental protection.The author reviews the domestic and foreign literature on relations between energy and economy,between energy and environment,between economy and environment,among energy,economy and environment,and the current status of the research on energy development policies at home and abroad.According to the literature,many scholars study the coordination of the 3E system at home and abroad,and individual energy development policies.However,few scholars incorporate energy development policies into the 3E system to conduct a deeper theoretical research.Neither do they make full use of the relevant theories of public policy to guide the formulation of energy policies.Moreover,most of the relevant researches are concentrated at the state level.Therefore,little attention is paid to the theoretical study on regional energy development policies,and little emphasis is laid on the formulation of coordinated,unified and sustainable energy development policies.This paper analyzes the current situation of energy development and changes in energy policies in Inner Mongolia,and uses the entropy method to calculate the coupling coordination degree of the 3E system in Inner Mongolia from 2007 to 2017.Using the empirical analysis,the author uncovers the main problems existing in energy development policies,including lack of effective government control over energy development and use,insufficient coordination between energy development policies and economic and environmental policies,unsound energy management system,and imperfect energy market and price mechanism.These problems reveals that the energy development policy in Inner Mongolia is still facing a tough situation at the current stage.The main reasons are as follows:lack of energy conservation awareness and lack of specific management measures,unsound policies for the coordinated development of the 3E system,Backwardness of theoretical study and inadequate government supervision,and monotonous government means in regulating the energy market.This author conducts research in this paper by employing the sustainable development theory,the new public administration theory and system theory,and using literature review,model analysis method and comparative analysis method.Drawing lessons from the valuable experience of the United States,Japan and the European Union in coordinated energy development policies based on the 3E system,the author puts forward the policy suggestions for energy development in Inner Mongolia:formulating an institutional policy system that gives priority to the green development of ecological environment;establishing a mechanism for ecological compensation;optimizing the allocation of resources and improving the utilization rate of energy resources;promoting the construction of a national energy system reform demonstration zone;paying attention to the dual role of government guidance and market mechanism;and establishing and perfecting the market price mechanism.The innovative points of this paper include three aspects:(1)Through sorting out the changes of Inner Mongolia’s energy policy,the paper uses PYTHON programming to realize the statistics of word frequency and high-frequency word matrix,and uses UCINET to construct the network diagram of the coword matrix of Inner Mongolia’s energy policy text,then analyzes the relationship between them.(2)Compared with the existing simple qualitative research in this field,this paper establishes an indicator system for coordinated development of the 3E system in Inner Mongolia,carries out an empirical research on the coordinated relationship among energy development,economic growth and environmental protection both qualitatively and quantitatively,and realizes an overall measurement of the coordination degree of the 3E system in Inner Mongolia in recent ten years.(3)Combined with relevant theories and empirical studies,this paper makes an in-depth analysis of the contradictions and the causes behind them.Finally,it draws on the energy development experience of the United States,the European Union and Japan influenced by the 3E system,and puts forward practical and feasible energy development policies and realization pathways based on the 3E system for Inner Mongolia.
