The mode of production and development in traditional enterprises is at the cost ofconsuming large amounts of resource and destructing the environment.As the situation ofenvironmental pollution is increasingly serious all over the world, advocating circular economyand sustainable development has become the the trend of enterprise reform and thedevelopment direction in the new era.There are large numbers of rich resources in Inner Mongolia, they are and resources,mineral resources, forest resources, the grassland resources, animal and plant resources and soon. However, the economical development makes the situation of ecological environmentserious. Therefore, studying industrial "three wastes" emissions in Inner Mongolia, seting upcircular green development strategy and promoting coordinated development of ecology,economy, politics, society and culture have important practical significances on Ecologicalcivilization construction and industrial development in Inner Mongolia.This paper thoroughly analyzes the related theory "three wastes" emissions and sustainabledevelopment, together with the present situation of Inner Mongolia industrial "three wastes"emissions,and comprehensivly analyzes the main factors the "three wastes" emissions,and usethe industrial industries in Inner Mongolia as the research objects to classify, finally forecaststhe industrial "three wastes" emissions in Inner Mongolia.This paper makes a detailed study on the various analysis methods and theories of threewastes" emissions and sustainable development.The paper analyzes the present situation of theeconomic development, the industrial "three wastes" emissions and industrial enterprisemanagement in Inner Mongolia.Meanwhile, the paper uses the principal component analysismethod to comprehensively analyze and evaluate the present situation and problems of "threewastes" emissions in Inner Mongolia, and it includes that environment management is far fromthe pollution degree, and the environmental quality is serious in Inner Mongolia.In the thirdplace, This paper uses “three wastes” emissions as a research object and adopts the method ofgrey relational analysis. The results show that economic development has the greatest influence on the emissions of industrial waste water and waste solid; coal consumption has the biggesteffect on the emissions of industrial waste gas, meanwhile coal consumption also has a bigimpact on the emissions of waste water and waste solid.Then the paper uses cluster analysismethod for industrial "three wastes" emissions of all kinds of enterprises in Inner Mongolia,according to the differentce of economic benefit and pollution,we divide these industries intosix types: high economic benefit-low environmental pollution, high economic benefit-highenvironmental pollution, medium economic benefit-high environmental pollution, mediumeconomic benefit-low environmental pollution, low economic benefit-low environmentalpollution, low economic efficiency-high environmental pollution.Then we predict industrial"three wastes" emissions in Inner Mongolia using gray prediction model. We put forward thecorresponding suggestion based on the above research and analysis and the theory ofsustainable development.
