Research On Performance Evaluation Of PPP Project Of Domestic Waste Treatment In Beijing City

With the acceleration of the urbanization process,the total amount of urban household garbage increases rapidly.How to deal with household garbage more effectively,meet the purpose of "recycling",and realize the dual goals of limited resource conservation and ecological environment protection is an urgent problem for China and the world.Compared with the previous treatment methods,generating electricity through refuse incineration has unique advantages of "green,resource-based,harmless,thorough and sustainable".Infrastructure projects such as waste incineration power plants cost a lot,and the construction cycle is long,the funds are collected slowly,the professional requirements are high,the national government financial pressure is big,the efficiency quality is difficult to guarantee,the cooperation with social capital institutions is the general trend.This kind of domestic garbage treatment PPP project involves a wide range of areas,many stakeholders,and has not yet formed a systematic and directly applicable performance evaluation system.Based on this,this paper,taking a garbage disposal PPP project BJ city as the research object,based on the balanced scorecard theory,combining with the characteristics of garbage disposal PPP project,the construction of five dimensions of the PPP project performance evaluation index system,USES AHP method to determine the index weight,and finally use fuzzy comprehensive evaluation method on the above analyses performance evaluation of the PPP projects,put forward pertinent Suggestions,in order to improve the quality of the project management and provide a reference for the long-term development of such projects,has important practical significance.The specific research results are as follows:(1)firstly,according to the Balanced Score Card theory and combining with the characteristics and evaluation objectives of PPP projects,five performance evaluation dimensions of PPP projects,including environmental dimension,financial dimension,project management dimension,stakeholder satisfaction dimension and sustainable development dimension,were determined,and the evaluation index was selected on this basis.(2)secondly,in order to verify the effectiveness of the evaluation indicators,a questionnaire survey was conducted among all participants and experts of the project,and reliability and validity tests were conducted to further screen and obtain the performance evaluation indicators of PPP project,including 21 second-level indicators and 26 third-level indicators.On this basis,the Analytic Hierarchy Process(AHP)was used to determine the index weights of all levels,and a complete PPP project performance evaluation index system is constructed.(3)finally,by using the Fuzzy Comprehensive Evaluation Method and the above evaluation index system,the performance of the PPP project of household garbage treatment in BJ city is evaluated,and the comprehensive evaluation result is"good",and the implementation result basically meets the expected target.The evaluation results of each dimension are analyzed,and some Suggestions for improvement are put forward.
