Incentive mechanism is an important theoretical content in organizational behavior of public management specialized course,and it is the key to drive employees to develop and innovate and the rapid development of enterprises.Konosuke matsushita,the god of Japanese business,once said that "the greatest asset of a business is its people".Then how to effectively use the incentive mechanism to improve the enthusiasm and efficiency of employees? More and more scholars and managers pay attention to this problem,which has become the key research direction of enterprise human resource strategic management.At present,the tobacco industry has been the science and technology talent training mechanism,as one of the key management strategy,but not to distinguish the grass-roots staff and management positions,according to the working characteristics of junior staff and the psychological demand to develop appropriate incentive mechanism to mobilize the work enthusiasm,inspire their based on the post,a vigor of the clerkstarts,for tobacco enterprises invincible position in the fierce competition with problems we face at home and abroad and provide strong support.Therefore,it is of great theoretical and practical significance to study the determinants that stimulate the enthusiasm of grassroots employees in tobacco enterprises for encouraging technological innovation and product upgrading.Based on H cigarette manufacturing enterprises as the breakthrough point analysis of the tobacco industry background and the nature and feature of grass-roots staff,front-line workers got the tobacco enterprise working environment,hard work and rest time more upside down,the occupational-disease-inductive factors,promote the development of the space is little,and a series of features,and thus caused the grassroots employees potential play and negative slack,loss of personnel changes,industry development and other problems.With reveals the tobacco enterprise human resources management idea and inadaptability between the high-speed and healthy development of the vision to improve including compensation scheme,positive performance appraisal,promote constitutional reform,enterprise culture construction,the tobacco enterprise grass-roots staff incentive mechanism of plan and content,in order to fundamentally improve the industry's core competitiveness.The study on the incentive mechanism of grassroots employees in tobacco enterprises not only provides a new perspective and direction for the study of employee incentive mechanism,but also has important reference value for the further improvement of the incentive mechanism of grassroots employees in other large state-owned enterprises.
