Research On Rural Sewage Treatment Pricing Based On Game Analysis

According to the report to the 19 th national congress of the communist party of China,the implementation of the rural revitalization strategy needs to adhere to the general requirements of ecological livability and effective governance.The rural sewage treatment project has played an important role in promoting rural development and building a beautiful and new countryside,especially the price of sewage treatment,as one of the key points,is an important factor to promote the marketization of sewage treatment and realize the construction of rural environment in the new era,which is related to the vital interests of sewage treatment enterprises,governments and residents.However,at present,the pricing of rural sewage treatment only focuses on project cost,and ignores the regional heterogeneity of rural development,problems such as insufficient charge,high pressure of government subsidies,unequal income and expenditure of the project,influence the overall effect of project continuity and environmental governance.Therefore,this paper tries to introduce the game method to consider the interest demands of the government,sewage treatment enterprises and residents comprehensively,and explore a balanced rural sewage treatment price,so as to make some improvements to the existing pricing method.At first,identificating and screening pricing factors of the government,the sewage treatment enterprises and residents through literature analysis and expert scoring method,it is concluded that the degree of government subsidies,guarantee minimum consumption,government support,loan interest rates,projects with a total investment of residents,expected rate of return on investment,operating costs,the price to bear ability,household water consumption,a total of nine key pricing factors.Secondly,establishing the two-stage game pricing model of rural sewage treatment project based on the analysis of inter-agent relationship,setting the game order,the interest parameters of all parties and the necessary constraints,,then solving and obtain the theoretical equilibrium price formula.Finally,taking a rural sewage treatment project in Hubei province as an example,and using game pricing model to measure the sewage treatment project price is 0.82 yuan/m3;doing the sensitivity analysis of pricing factors,based on this,provides the advice to assist the pricing of rural sewage treatment projects,such as laying pipelines adjust measures to local conditions,accounting for actual water consumption,promoting environmental information regularly,appropriate disclosure of party information and competition within the basin.Through the research of this paper,it is expected to make some improvements to the current pricing method of rural sewage treatment projects,alleviate the problems of insufficient charges,large subsidies and difficult operation,and promote the healthy and sustainable development of rural sewage treatment projects.
