Research On Sewage Treatment Pricing Method Of Guangdong

Sewage treatment charge is an economic compensation for sewage treatment that should be assumed by discharger in the form of price, which observes the principle that dischargers pay for the disposal. It is in the actual need to establish a scientific pricing mechanism of sewage treatment, which will ensure the normal operation of the facilities for sewage central treatment, raise the environmental awareness of the whole society and promote the industrialized development of the sewage treatment. Since sewage treatment has been managed by public utilities pricing method instead of administrative charge, it has brought out several problems. For example, cost pricing and monitoring system, hearing and pricing system and dynamic price adjustment system are still imperfect and defective. Furthermore, the charging standards of sewage treatment are still on the low side, which is a striking problem in current. Therefore, it is pressing and urgent to study the sewage treatment pricing mechanism.This article compares and analyzes the sewage treatment pricing mechanism and price parities between running water and sewage treatment in some western developed countries, Hong Kong, and other provinces, autonomous regions and municipalities in Chinese mainland. Besides, it summaries the achievement, problems and causes of sewage treatment charge reformation in Guangdong Province. In addition, it put forward innovatory pricing mechanism, in which sewage treatment fees are classified according to administrative or utilities charges. Meanwhile, it introduces idea of establishing price management system of sludge disposal in sewage treatment plants.
