| The sewage treatment project is characterized by large investment in the project and the lack of noticeable market economic benefits.In the course of implementation,there exists the problem of fund supply gap and pricing.In order to solve these two problems,the government is vigorously promoting the application of PPP mode in sewage treatment projects.Whether the PPP projects can eventually pay off will depend on the pricing since many parties will be involved such as the government,the investors and the public.Therefore,the research on the pricing mechanism of sewage treatment under PPP mode contributes to the success of the project.Taking sewage treatment PPP project as the research subject,using the operational project and its price theory,game theory,analytic hierarchy process AHP and triangular fuzzy number theory as the theoretical basis,taking into consideration the factors which may affect the pricing,pricing game model is thus formed and provided with solutions,the agreed equilibrium price for sewage treatment by many parties.This model is applied to the sewage treatment PPP project in A industrial park and verified by the living case so as to prove its feasibility and rationality.It is concluded as follows upon research:(I)there are nine key factors which may affect the sewage treatment pricing under PPT mode: trading price,franchise duration,the minimum consumption,subsidy or preferential policies,the expected rate of return on investment,the total investment,product quality,convenience and safety;(II)the generalized price of all parties in the sewage treatment project under PPT mode is a linear function of the 9 factors above,which is related to the value coefficient and weight of each;(III)the price concluded by the game model is proven to be reasonable after the theoretical price for sewage treatment of A Industrial Park under PPT mode is drawn by the game pricing model and is compared with the current price.Based on the above-mentioned information,the game pricing model and the relevant results put forward in the paper are fairly tested in the real cases so that the model is feasible and rational,can provide a sound basis for the pricing in the sewage treatment industry once PPP mode is introduced and also provide the related government sectors with reference with regard to the franchised price in other industries. |
