China is a country with moderate water shortage,with the problems of uneven distribution of water resource,low utilization efficiency and serious water pollution,which to a certain extent restrict the sustainable development of our economy and society.Wastewater treatment is an effective way to solve the shortage of water resources.Since the 1980 s,the sewage treatment industry in our country has made great progress.However,compared with that in developed countries,it still has many problems and shortcomings.Pricing is the key and core problem of the sewage treatment.Sewage treatment pricing is closely related with the financing way of wastewater treatment projects.In numerous financing models,BOT model is widely used for it effectively improves the management level and avoids risk.This paper mainly studies on the pricing for sewage treatment that is based on BOT model.This paper first summarizes and explains the related theory and application of BOT model.And then summarizes and analyzes pricing related research of sewagetreatment in BOT model,finding it is relatively scarce.Detailed analyzed the theory dilemma of the pricing problem of sewage treatment in BOT model and discussed the challenges it faces,such as the natural monopoly and price controls,the external and external internalization,information asymmetry and regulatory system.Based on these,by using the net present value(NPV),we build basic pricing model of sewage treatment in BOT model.Clarify its cost factors and analyze and evaluate these factors.Finally,make a sensitive analysis of the model with computer simulations.This paper provides solving ideas and methods for the pricing problem of sewage treatment in BOT model,offering instructions for sewage treatment industry in China.
