China is a country prone to natural disasters,with multiple types of disasters,high frequency of occurrence,wide distribution,and large losses,which puts forward higher requirements for China’s natural disaster management capacity.The management of sudden natural disasters is a complex and systematic project.The fragmented departments of the national government at the five levels of provinces,cities,counties,and towns,as well as enterprises,institutions,social organizations,and the public,are the main governance bodies of disasters governance.This paper applies the collaboration theory to the study of natural disaster management,selects rainstorm in Zhengzhou,Henan Province as a case,uses the theory of emergency management stages for reference,divides the rainstorm into three stages: pre disaster early warning,disaster disposal and post disaster recovery,and uses social network analysis to study the collaboration relationship between organizations in rainstorm disaster management,and the role of each organization in the collaboration network,and explore the evolution of disaster management tasks and organizational collaboration relationships in various stages of disaster response.The research conclusions of this article are as follows.Firstly,disaster governance organizational collaboration has the characteristics of stages and dynamics,and organizational coordination runs through the entire process of the disaster governance life cycle,but there are stage differences.Secondly,according to the organizational category,the party and government organs are the commanders and coordinators in disaster management,playing a leading role in emergency coordination.Social organizations are an important force in disaster management,but communication between organizations is not smooth,and the participation mechanism still needs to be improved.Thirdly,in terms of key organizations,the Emergency Management Department is the most important organization in this disaster response,with the number of centers ranking first within the organization,which means that the Emergency Management Department plays a central role in disaster response and serves as a bridge and link in the organizational collaboration network.Fourthly,the public has played a very important role in disaster relief.The public has used online mutual assistance documents and online rescue channels to participate in rescue,forming a "quasi-organized" group,reflecting the broadening of channels for public participation in disaster response in the information age.The study also found problems in the organizational collaboration network.Firstly,the flood control emergency mechanism is not sound,and emergency actions and early warning release links are seriously disconnected.The fragmentation tendency of disaster early warning management is significant,ignoring public communication.Secondly,key organizations undertake heavy tasks,and the degree of collaboration and connectivity within the organization is not smooth.Thirdly,there is a lack of communication and interaction between social organizations and government organizations,as well as a lack of normalized cooperation mechanisms between political and social organizations.In response to the above issues,this article also proposes policy recommendations from four aspects: integrating early warning models,optimizing diverse collaborative systems,cultivating social forces,and digitally empowering disaster management.
