Status,Problem,Countermeasure Of Domestic Waste Classification In Jimo District Of Qingdao

With the development of social economy,garbage production has been increasing year by year,with an increase rate of 8-10%.In 2018,China's domestic garbage collection volume reached 228 million tons.Domestic waste has hazardous characteristics and has resource-based properties.Different treatment and utilization methods for different waste compositions conform to the principle of solid waste classification and treatment.In 2000,China carried out a pilot program of garbage classification,but failed.In 2018,Xi Jinping put forward the implementation plan of mandatory classification in the speech of the leading group on deepening reform,and the requirements of garbage classification.At present,it has been implemented in various places,but there are still certain problems.Garbage classification is a long-term process of a country,society,and citizens.The paper attempts to put forward countermeasures and suggestions based on the investigation and analysis of the current status of domestic garbage classification in Jimo District of Qingdao,with a view to playing a guiding role in similar areas of garbage classification.This paper adopts literature method,questionnaire method and interview method.By investigating and researching the status of domestic garbage classification and treatment in Jimo District of Qingdao,it is concluded that the four main problems are:residents' knowledge of the classification of domestic waste is relatively shallow,the classification of domestic waste has not been implemented,the classification and collection of domestic waste has not been implemented,and the coordination mechanism of government departments is not perfect.The reasons for the problem are:lack of effective public waste classification publicity,residents' low level of knowledge about domestic waste classification,residents' lack of motivation to participate in domestic waste classification,lack of a complete domestic waste classification and transfer system and lack of a sound legal system.This article studies the work experience of domestic waste sorting in Japan,Singapore,Beijing and Shanghai,and concludes that in order to achieve results in domestic waste sorting,a sound legal system needs to be formed to give full play to therole of market mechanism,strengthen publicity and education,and guide residents to be active Participate in the domestic garbage classification work,so that the public develops the habit of garbage classification,in addition,it is necessary to actively implement the garbage charging policy,and gradually form a complete domestic garbage classification system.Combined with the problems and causes of domestic waste sorting work found in Jimo District of Qingdao during the investigation and research,combined with the working experience of domestic waste sorting in Japan,Singapore,Beijing and Shanghai,using circular economy theory,market failure,government failure and social failure theory and Ostrom's governance theory,we propose countermeasures:establishment of domestic waste classification and government High-level coordination mechanism,establishment of domestic waste classification and management supervision mechanism,improvement of domestic waste classification and management infrastructure,and extensive and durable publicity and education of domestic waste classification and management to give play to the government's leading role;by establishing a mechanism for providing garbage collection services by waste collectors by region,encourage the development of a new type of waste reprocessing industry,and use the BOT model to build terminal processing facilities to play the role of market regulation;by establishing incentive mechanisms(garbage charging system,point reward mechanism and the use of online platforms)and coercive measures to play the role of the public;play a protective role in laws and policies by refining the content of domestic garbage classification,establishing reward and punishment mechanisms,and formulating assessment methods for the classification and collection process of domestic garbage to play a protective role in laws and policies.Through government,market,public,and law measures to promote the completion of domestic waste sorting in Jimo District of Qingdao.
