| At present,the mode of "household collection,unified transportation and centralized treatment" is mostly adopted in the process of rural domestic waste treatment in China.Although this mode has similarities with the PPP mode in theory,it still adheres to the government led mode in the actual operation process,which limits the enthusiasm of rural social organizations to a certain extent.Therefore,there are a series of problems in the operation of this mode.Rural domestic waste is a kind of public product with great public welfare and externality,and its treatment process needs to mobilize all parties of rural society to participate widely,and the PPP model of "multi participation,mutual assistance and cooperation" is in line with this requirement.Therefore,it is a feasible way to introduce PPP model in rural domestic waste treatment.Based on the investigation of the current situation of rural domestic waste treatment in Shicheng County of Jiangxi Province under PPP mode,this paper finds that the existing problems include:insufficient preparation in the early stage of PPP project,single source of funds for rural domestic waste treatment PPP project and lack of awareness of responsibility and active participation of villagers in domestic waste treatment.The reasons for the problems of PPP in rural domestic waste treatment in Shicheng County of Jiangxi Province are:the imperfect legal and policy system,the restriction of traditional management system and the lack of effective supervision on the operation of PPP mode.Finally,from the establishment and improvement of the PPP system and policy system,innovation of the PPP project management system of rural garbage treatment,improvement of the supervision and evaluation system of rural domestic garbage treatment PPP project,and through strengthening publicity and education to guide the participation of villagers,this paper puts forward the PPP model of rural domestic garbage treatment countermeasures in Shicheng County,Jiangxi Province. |
