Research Of Management Optimization For PPP Project Of Xinjiang HT Green Ecological Poverty Alleviation Industrial Park

The PPP project model can solve the contradiction between large-scale infrastructure and public service facilities that require large amounts of funds and financial funds to a certain extent,and can bring about efficient management.However,PPP projects face many uncertain factors such as long cycle,high investment,many participants,and operational risks.The number of risks involved is large,and the types of risks involved in different PPP projects are also very different.This paper conducts research through the use of qualitative analysis,case analysis and literature research.The PPP project of the Green Ecological Poverty Alleviation Industrial Park in Xinjiang HT area is a key project,which is of great significance in promoting local social and economic development.Therefore,how to ensure the smooth progress of this project to prevent project implementation risks is particularly necessary.Through the research of this paper,it is found that the risk management of the project is still insufficient in the implementation process,which is mainly reflected in the following aspects:(1)The risk allocation mechanism has not been established yet,and the risk response capability is weak;(2)The project management system is imperfect.The project implementation risk is relatively high;(3)the project risk management and control information application level is low;(4)the employee risk management awareness is weak.In order to further improve the risk management ability of this project,this paper starts from four aspects:(1)constructing a scientific and perfect risk assessment and evaluation system;(2)constructing a risk assessment mechanism to clarify risk response measures;(3)constructing standardized Project management mechanism to prevent project risks;(4)Strengthen the application of project risk management information.At the same time,in order to ensure the smooth progress of the risk management system of the project,three guarantee systems were proposed,namely,concept guarantee,enhance employee risk management awareness,strengthen risk management education;talent guarantee,strengthen personnel training and management of project risk management;cultural guarantee Establish and improve the project project risk management system and a good project management culture.This paper further enhances and optimizes the risk management capability of PPP projects in the green ecological poverty alleviation industrial park in Xinjiang HT area.At the same time,it further enriches the risk management research of PPP projects and provides reference for the risk management of PPP projects in the same industry.
