Research On Resource Integration Of Ecological Poverty Alleviation PPP Projects

At present,China's economy still maintains medium-to-high-speed growth,and has greatly improved its comprehensive strength and people's living standards.The total economic output still ranks second in the world.However,China's per capita GDP is still in the middle-income stage.There are still tens of millions of rural poor.There is a wide gap between urban and rural areas and between regions.The problem of ecological environment is outstanding,and the problem of inadequate development imbalances needs to be solved.It is the most arduous task to fully build a well-to-do society by ensuring that the poverty-stricken rural population will achieve poverty alleviation by 2020.However,while fulfilling the task of poverty alleviation,we must persist in protecting the ecological environment and achieve green development.We must give top priority to ecological protection,protecting and restoring the ecological environment while promoting poverty alleviation.We must explore new ways for the ecological poverty eradication so that poor people can benefit from ecological development and get more benefits in ecological construction.In order to achieve ecological protection from poverty,ecologically vulnerable poverty-stricken area will take a road of coordinated development of ecological construction and poverty alleviation.At the same time,it will ease the gaps in financial aid funds for poverty and solve the problem of capital integration.The introduction of the PPP model is a good choice.This article is based on the perspective of the company and intends to explore the opportunities and challenges faced by the ecological poverty alleviation project when it adopts the PPP model,in order to enable social capital to effectively integrate resources and better participate in the PPP projects for ecological poverty alleviation.The paper summarized the research of ecological compensation,ecological poverty alleviation and resource integration at home and abroad.And this paper is based on the theory of poverty in classical political economy,Marx's poverty theory,industrial economics,ecological economics,and corporate social responsibility theory.The problems faced by ecologically impoverished areas and the status quo of ecological poverty alleviation were analyzed.And explore the integration of resources inside and outside the enterprise from the perspective of enterprises,focus on the management issues of enterprises participating in ecological PPP projects as social capital before,during and after the event.Based on balancing the interests of all parties involved in PPP projects,meeting the interests of all parties,this paper intends to analyze the integration of internal and external resources from the perspective of enterprises.Through the introduction of "enclave economy" + PPP mode,to build an ecological industrial chain that runs through the upstream and downstream.While promoting horizontal ecological compensation,and promoting the development of ecological poverty alleviation in poverty-stricken areas.In order to explore a market-oriented green development path that solves the problem of mutual coupling between ecological fragility and regional poverty,try the enterprise resource integration plan of ecological PPP project.
