Problems And Countermeasures Of Guizhou Tobacco Enterprises Participating In Precision Poverty Alleviation

China is a socialist market economy system with Chinese characteristics.State-owned enterprises occupy a dominant position in our national economy and are an important financial source for the country.Tobacco companies are wholly state-owned enterprises in China.While pursuing their own development,they must bear certain political and social responsibilities.The two responsibilities of tobacco companies determine the status and role of tobacco companies in participating in targeted poverty alleviation.Tobacco companies’ participation in poverty alleviation is divided into two stages: "industrial nurturing agriculture" and "precision poverty alleviation".On November 3,2013,General Secretary Xi Jinping put forward the concept of precision poverty alleviation when he inspected the economic development and poverty alleviation development of Xiangxi in Shibadong Village,Xiangxi,Hunan.Since then,China’s rural poverty alleviation work has entered the stage of precision poverty alleviation.Tobacco companies’ participation in targeted poverty alleviation is political,comprehensive,targeted and differentiated.Tobacco products have the characteristics of high tax rate and state monopoly.Guizhou Province is the second largest tobacco-growing province in China.It has the unique natural geographical advantages of tobacco cultivation.At the same time,Guizhou is also a key poverty-stricken province in the implementation of the national precision poverty alleviation strategy.With great achievements,tobacco companies in Guizhou have implemented modern tobacco agriculture construction,so that the majority of tobacco farmers have been affected by the important role of the tobacco industry in poverty alleviation.Since the 18 th National Congress of the Party,a total of 13.5 billion yuan has been invested,bringing the province’s 59,000 tobacco farmers.80% of the population have achieved stable poverty alleviation and are on the road to becoming rich.While fulfilling the responsibility of state-owned enterprises,Guizhou tobacco companies have established a good social image.When a well-off society is fully built in 2020,not only will all people in poverty-stricken areas get rid of poverty and "return to zero" to prevent the phenomenon of returning to poverty,but they will also continue to reduce the gap with the living standards in developed areas,and the task of poverty alleviation is long.Summarizing the experience of precision poverty alleviation and providing suggestions for improvement in the next "post-precision poverty era" work is of great significance for the comprehensive realization of the goals of a well-off society.Based on the theory of precision poverty alleviation,corporate social responsibility theory and public management theory,combined with Guizhou Tobacco’s participation in the practice of precision poverty alleviation in Guizhou Province,taking Guizhou tobacco as an example,it adopts literature research methods,field survey methods,data statistics methods and other research methods.The characteristics of Guizhou tobacco companies’ participation in targeted poverty alleviation are special,political,obedient,territorial,and industrial.They are also involved in the county’s targeted poverty alleviation,participating in the construction of poverty alleviation new villages,participating in the village’s "first secretary," and participating in other poverty alleviation Four aspects of the project illustrate the status of Guizhou’s participation in targeted poverty alleviation.Then analyzed the problems existing in the process of Guizhou tobacco companies participating in the targeted poverty alleviation work.There are five main problems: the autonomy of companies participating in poverty alleviation is disrupted,the lack of precision poverty alleviation staff team construction,and the efficiency of resource input for targeted poverty alleviation.Low,aid objects lack high-yield and high-quality planting technology,and some poverty alleviation projects have returned to poverty.The main reasons for these problems are the lack of existing poverty alleviation models,the unreasonable positioning of precision poverty alleviation staff,the lack of effective allocation and management of resources for precision poverty alleviation,the insufficient knowledge investment of enterprises in poverty alleviation projects,and the lack of "blood-making" capabilities of the aided.Finally,this article puts forward five suggestions for improving the work of Guizhou tobacco companies in the "post-precision poverty alleviation period" : improving the autonomy of enterprises in poverty alleviation projects,improving the construction of personnel teams for precision poverty alleviation,improving the efficiency of resource input for precision poverty alleviation,and improving the targets of assistance Scientific planting and breeding level,and establishing a long-term mechanism for targeted poverty alleviation.I hope to consolidate the results of targeted poverty alleviation for tobacco companies and prevent the phenomenon of returning to poverty,and to take effective measures to further focus on the national strategy of targeted poverty alleviation and the goal of building a well-off society in an all-round way,so as to achieve local economic growth and the poor population The goal of well-off provides some reference.
