Research On Port Dangerous Cargoes Management Based On Creating Shared Value

In recent years,with the increasing of dangerous goods in global trade,China's port dangerous goods safety accidents have appeared frequently,which has had a great negative impact in society.Balance the consideration of the needs and relationships of relevant entities in port dangerous goods management,and systematically construct a port dangerous goods management system,which is the key to solving security problems.Firstly,based on the CSV theory,a research and analysis framework aiming at efficiency,responsibility anddevelopment is constructed.Secondly,through the port supply chain analysis,clarifying the functions and positioning of government,port resource operators and port logistics service providers through the port supply chain analysis.After that,the control variables such as expected safety factor and supervision cost base are introduced,and the t two-stage leaders-followers game is used to model each subject behavior.Phase I,leaders-followers game between govemment(leader)and port enterprise(follower).The government sets the "penalty/subsidy" parameter to promote port companies to improve the safety status of dangerous goods operations to the government's expected safety level coefficient.Port enterprises realize the coordinated development of ports and society through shared value creation.Phase ?,leaders-followers game between port resource operator(leader)and port logistics service provider(follower).Port resource operators as leaders set dangerous goods operating parameters by developing port operations plans.As a follower,the port logistics service provider determines the optimal service capabilities it should invest in according to theparameters set by the leader.Research shows that the expected safety factor set by the government can significantly affect the order quantity of port resource operators.When the safety factor is set according to the CSV target,the order quantity will jump to a high level,achieving port and regional synergy development;At the same time,the government can effectively control the safe operation status of port logistics service providers by monitoring the cost base.
