Since late 1970s,China's shipping companies have continued to develop,and the fleet size has expanded rapidly.Ensuring the safety of marine traffic is a prerequisite and necessity for the development of China's maritime industry.Safety of marine traffic is related to China's international image and its national interests as a shipping nation.Therefore,a correct evaluation of the safety level of ship management in China's shipping companies has always been a subject worthy studying.Ship management companies operating domestic routes in China need to change their standards from NSM rules to ISM rules.There is also a need to establish a safety management system in line with ISM rules when they expand their business to international routes with the increasing types of vessels under their management.Company Z is a state-owned enterprise operating in domestic routes according to company development planning,their fleet recently added LPG and LNG ships and plans to operate LNG ship in international routes.The safety management system established according to NSM rules is no longer suitable for the company's development,and the safety management of multi-type ships needs to be reformed in the direction of professional management.Company Z is an epitome of many shipping enterprises in China.Studying and improving the safety level of multi-type vessel management of company Z is of great significance in promoting the ship safety management of shipping enterprises in China.This paper adopts the suggestions of relevant experts from China ship owners' association,maritime safety administration,ship managers and crew members of famous shipping enterprises.After discussing the problems encountered by company Z in the process of adding new types of ships and expanding navigation area,this study constructed a multi-type ship management safety evaluation index system.This system includes 3 first-level evaluation indexes of enterprise management,enterprise development and corporate culture,and 21 second-level evaluation indexes such as division of labor of the management department,safety system construction,and training system.On this basis,considering the difficulties that may be encountered in data acquisition,this article compares and analyzes the advantages and disadvantages of commonly used evaluation methods,and selects a cloud model that can calculate finite sample data through countless random simulation calculations to make an objective assessment of the security level.The evaluation results show that company Z currently has a low security level in the division of labor in the management department and crew management.After communicating and discussing with the relevant managers of company Z,the accuracy of the evaluation results was also verified.On one hand,the cloud model was confirming with the effects of quantitative data processing,on the other hand,it was found that company Z's deficiencies in multi-type ship safety management.Finally,according to the results of the safety evaluation of the multi-type ship management of company Z,this paper sorts out the business of the existing management department of company Z,and re-divides its business in accordance with the future development plan of company Z,then establishes an organizational structure suitable for future development.In addition,for the human factors affecting the multi-type ship management of company Z,this article puts forward the feasibility suggestions for optimizing the crew management from the three aspects of crew training,crew members' family and incentive mechanism to further solve the multi-type ship management problem in the development process of company Z.It also serves as a reference for the multi-type ship safety management of other domestic shipping companies.
