Research On The Existing Problems And Countermeasures Of Maritime Safety Management Of Ro-ro Passenger Ships In Bohai Se

The gulf of Bohai bay is the most important of the north of our country,its architecture,off the coast of C type for the development of passenger and cargo transportation between Shandong and liaodong peninsula created the advantageous geographical conditions,Yantai to Dalian roll-on route is the country’s busiest roll-on roll-off transport routes,is the service and promote the Bohai economic circle and the maritime traffic arteries of northeast Asian economic and social development.But with the development of social economy,domestic passenger rolling transportation gradually tends to large-scale,advanced,cargo transportation types gradually increase,potential unsafe factors,hazard sources gradually increase,once there is a dangerous accident,for the country,society caused by the loss of life,property inestimable.Based on the public management theory,supported by the collaborative management theory,human resource management theory and risk management theory,this paper selects the safety management of maritime passenger rolling vessel as the research object.By means of comparative analysis,the safety accidents of passenger roll-off vessels in bohai sea in recent 20 years are systematically analyzed,and the conclusion is drawn that the illegal carrying of dangerous goods by roll-off vehicles is the main factor affecting the safety of passenger roll-off vessels at present.Through case study method and field investigation method,this paper systematically summarizes the problems existing in legal system construction and department coordination management when the maritime department gives full play to the government functions to carry out the safety management of passenger rolling vessel.By referring to a large number of literature,learning from excellent management experience at home and abroad and then summarizing the relevant suggestions and measures to solve the problem.Roll-on ship safety management level of the Bohai sea waters for ascension,reduce roll-on ship safety accidents,to further ensure the security of people’s life and property at sea,this paper set up a sound system of laws and regulations,joint cooperative departments should strengthen management,strengthen field management and strengthening the construction of the emergency rescue rescue system in five aspects such as the direction.
