Performance Evaluation Of PPP Project

With the rapid development of economy,people's demand for public goods and services is also increasing.It is difficult to meet the demand only through government financial funds.All countries in the world are exploring the economic development mode of private capital participating in the provision of public goods and services.In the field of financing,PPP mode came into being.At present,China has started the application of PPP mode,and has also made some successful experience.However,in the management level,the operation of PPP project still faces many challenges,which restricts the widespread development of PPP project in China.For example,a mature performance evaluation and management system of PPP projects has not been established,which makes the degree of the realization of government objectives in PPP projects always be questioned.From this perspective,this paper aims to develop the performance evaluation system of PPP projects,including evaluation indicators and evaluation methods,hoping to provide theoretical guidance and tool support for the implementation of PPP projects in China.First of all,summarize the research status of PPP model and its performance evaluation,based on the qualitative analysis of VFM,put forward the theoretical framework of PPP project performance,specifically divided into three dimensions of finance,efficiency and risk.Then,from three dimensions,develop the evaluation index of PPP project performance,after scientific screening,establish the PPP project performance evaluation index system.Then,it introduces AHP method,discusses the relevant theory and specific process of PPP project performance evaluation,and establishes the PPP project performance evaluation model.Finally,taking the JX sewage treatment project implemented by a bureau of China Construction in city a as an example,the implementation process of PPP project performance evaluation is presented,which verifies the scientificity and effectiveness of the performance evaluation system.In addition,according to the evaluation results,we also give the specific suggestions for the implementation of PPP project performance evaluation and strengthening performance management.The conclusion of this study has an important guiding value for the performance evaluation of PPP projects in China,and is of great significance for promoting the healthy development of PPP model.
