Study On The Dynamic Mechanism Of Environmental Policy Implementation Of County-level Governments

At the fourth plenary session of the 19 th central committee of the communist party of China(CPC),the party proposed to "uphold and improve the system of ecological civilization and promote harmonious coexistence between man and nature"."We must follow the principle that clear waters and green mountains are mountains of gold and silver,and adhere to the basic state policy of conserving resources and protecting the environment.","Implement the strictest ecological environment protection system".From these new ideas and new strategies we can see that ecological environment protection has been raised to an unprecedented important height by the central party committee.Environmental policy is the concrete embodiment of the work of ecological environmental protection.The implementation of environmental policies is an important part of the transformation from text to reality.County governments are the main implementers of environmental policies.The quality of policy implementation is not only directly related to the realization of policy values,but also related to the ecological environment,and even directly endangered people’s lives and health.The motive force that stimulates the executive body is the motive force source that maintains and guarantees the policy to carry out effectively,through the literature review and practice research we summarize nine motivations that influence government at the county level environmental policy implementation,including interests of impulsion,driving force of the value realization to motivation,career advancement,ideology of traction,leader of the high pressure,the guiding force of the system,the driving force of environmental factors,the supporting force of execution resource,the binding force of supervision and management.Under the influence of different dynamic factors,four dynamic mechanisms are generated,namely,benefit guidance mechanism,incentive mechanism,support and guarantee mechanism,and supervision and restraint mechanism.Through the questionnaire survey and field interview of the staff of D county ecological and environmental sub-bureau andenvironmental protection cooperation department in Henan province,it is found that the incentive mechanism of environmental policy implementation in county-level governments is fragmented in terms of benefit guidance mechanism,insufficient in the operation of incentive mechanism,insufficient in the effectiveness of support and guarantee mechanism,and internal imbalance in the supervision mechanism.It is the imperfection of various driving mechanisms that make it difficult to form effective driving support for the implementation of environmental policies and lead to frequent alienation of policy implementation.At present,the reasons that make it difficult for the implementation motivation mechanism of environmental policies to trigger the implementation motivation are as follows:First,the contradiction between the economic development orientation and the environmental goal;The second is the contradiction between the initiative of the subject of environmental policy implementation and the lack of internal incentives.Third,the contradiction between the diversity of environmental policy objectives and the lack of resources for implementation;Fourth,the contradiction between the rigor of environmental policy implementation and the flexibility of local implementation;Fifth,the contradiction between the social nature of environmental protection and government-leading.In order to better stimulate the motivation of environmental policy implementation and achieve the effectiveness of environmental governance,it is necessary to make improvements in the following aspects: first,integrate and improve the benefit guidance mechanism to enhance the driving force of policy implementation;Second,improve the support mechanism to provide support for policy implementation.Third,improve the incentive mechanism of environmental policy implementation to stimulate the enthusiasm of the subject of implementation;Fourth,improve the regulatory mechanism and standardize the conduct of enforcement.
